JOB CONTEXT:

HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Salah al Din, Baghdad, Anbar and Basra Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations. While in the process of defining the new strategic objectives, the global objective of HI programming in Iraq remains to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

  • Protection: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through risk education, land release and access to victim assistance services;
  • Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health & Psychosocial Support (MHPSS) services and support to local stakeholders;
  • Social Inclusion: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities, and support to inclusive economic practices and interventions.

YOUR MISSION:

Under the line management of chief of operations, the technical field manager (TFM) will be responsible to implement and execute the clearance implementation plan, produce accurate field risk assessments and ensure the quality management and implementation of their project at base level in line with HI project quality framework.

In this framework your main responsibilities are :

1. Management :

  • You Set individual objectives, evaluate individual performance,
  • Contribute towards the professional & career development of your team members, monitor competences
  • Assist in the managing of recruitment and selection of new team members and ensure strict application and respect of the programmer’s Internal Regulations and HI policies by the Project Staff

2. Expertise

  • You ensure all clearance teams are in full compliance of HI SOPs.
  • You ensure all donor targets are achieved during the project cycle, whilst maintaining all quality and safety standards.
  • You conduct clearance and survey operations, as required whilst mentoring clearance teams
  • You actively participate to base and project coordination mechanisms in a collaborative spirit with other project teams and mission departments (MEAL, etc.).
  • You actively mainstream gender, inclusion and conflict sensitivity in all mine action activities.

YOUR PROFILE:

  • You hold a IMAS EOD 3+ certification
  • You have more than 5 years working experience in the field of HMA with progressive increase in responsibilities and a firm understanding of the implementation of the land release policy and at least 3 years working experience managing teams, particularly in high risk search and clearance environments (Clearance Team leader, Land Release Project Officer, Operations Manager)
  • You have good written and oral institutional communication in French and English (Oral and written knowledge of Arabic is advantageous but not essential.)
  • You have strong interpersonal and intercultural skills
  • You are flexible and reactive

  • 6 months International contract starting as soon as possible.

  • Unemployment insurance benefits for EU nationals
  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution
  • Repatriation insurance paid by HI
  • Perdiem: 651, 97 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission: 5 days every 3 months => + possible transport/package support.
  • Position: unaccompanied
  • Housing: Collective taken in charge by HI
