Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, and Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation.

Department Introduction

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness, and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

Purpose and Objectives:

The Consultant will edit technical documents, reports, and knowledge products being developed for publication to disseminate information and enhance the knowledge and sharing of preparedness for emergency response in the region and beyond. In this regard, the consultant will work on deliverables under the following programs:

  • Asian Preparedness Partnership: Phase 2 (APP Phase 2)
  • Improving Coordination Capacity for Preparedness and Emergency Response in Ethiopia (ETCOR)
  • Strengthening Institutional Capacity and Preparedness for Emergency Response in Ethiopia (SIPERE)
  • Strengthening Institutionalization of Program for Enhancement of Emergency Response (PEER)
  • Bangladesh Preparedness Partnership (BPP)

Responsibilities and Tasks:

Under the overall guidance of the Program Managers for the programs above, the consultant shall be responsible for the review and editing of documents under the following programs:

Asian Preparedness Partnership – Phase 2 (APP Phase 2) funded by Bill & Melinda Gates Foundation (BMGF) (Maximum of 15 days)

  • Documents with case studies on good practices, lessons learned on success, and the impact of APP
  • Process documents for APP and initiatives in the region and countries
  • Program technical reports and guidelines

Improving Coordination Capacity for Preparedness and Emergency Response in Ethiopia (ETCOR) funded by Bill & Melinda Gates Foundation (BMGF) (Maximum of 10 days)

  • Program brochures and posters
  • Guidelines and technical documents
  • Program technical reports

Strengthening Institutional Capacity and Preparedness for Emergency Response in Ethiopia (SIPERE) funded by Bill & Melinda Gates Foundation (BMGF) (Maximum of 15 days)

  • Program brochures and posters
  • Process documents and case studies
  • Program technical reports

Strengthening Institutionalization of Program for Enhancement of Emergency Response (PEER) funded by USAID’s Bureau for Humanitarian Assistance (USAID-BHA) (Maximum of 25 days)

  • Develop PEER Regional Case Study for print and web version

Bangladesh Preparedness Partnership (BPP) funded by Bill & Melinda Gates Foundation (BMGF) (Maximum of 15 days)

  • Process Documentation

Expected Outputs:

The Technical Editor is expected to deliver services up to a maximum of 80 days starting from 1 July 2022 to 31 December 2022 and deliver outputs based on the areas identified under the ‘Responsibilities and Tasks.’ However, in case there is a need to obtain further outputs beyond the scope of services indicated, the ToR will be amended to modify the required change with mutual agreement between ADPC and the Technical Editor Consultant.

Working Principles:

Under the overall guidance of the Director, PRR, the Technical Specialist will report to the Technical Leads of the PRR projects mentioned in the scope of services. This is a home-based assignment.

Qualifications:

The consultant should have a university degree (at least Masters) in communication or any related field such as DRM. At least three years of experience as an editor and / or technical editing and review. Experience in working in emergency management/disaster risk management is an advantage. Excellent English language skills and attention to detail, especially written, are required; Analytic capacity and demonstrated ability to process, analyze and synthesize complex, technical information into user-friendly formats and products are desirable.

Duration: 1 July 2022 to 31 December 2022 (6 months)

Condition of payment:

In consideration of the services, the consultant will be paid a professional fee of USD 250 (US Dollar Two Hundred and Fifty only) per day for a maximum of 80 working days. Therefore, the maximum total amount payable under this contract is USD 20,000.00 (US Dollar Twenty Thousand only). The payment will be paid based on the actual number of days involved in each task/deliverable upon providing the timesheets and related deliverables. The consultant is expected to submit timesheets and project deliverables to be approved by ADPC on a monthly basis.
