Pact is seeking a Technical Director, Integrated Health Service Delivery/ Deputy Chief of Party (DCOP) for the anticipated USAID Strengthening Integrated Health Services (SIHSA) Activity. SIHSA’s goal is to contribute to the Government of Sierra Leone’s overarching goal of improving the health of adolescents, pregnant and postpartum women, and children less than five years old. SIHSA’s objectives are 1) improve the quality of family planning, maternal newborn child and adolescent health, and malaria services sustainably; 2) promote adoption of crucial health behaviors, and 3) strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels, so it is better prepared to plan, budget, allocate resources and monitor health programs.

The Technical Director/DCOP will be responsible for technical oversight and ensuring integration of all project’s technical areas. The position will take a leadership role in ensuring the project meets stated goals and objectives. The Technical Director/DCOP will coordinate the development, implementation and reporting on detailed management plans that may include implementation plans and deliverable tracking. This position will oversee the mobilization of partners around the various health interventions through an integrated approach in line with activity indicators. The position will be based in Freetown, Sierra Leone, and is is contingent upon award and funding.

This solicitation is anticipated to be released September 30, 2022, and awarded in February 2023.

Key Responsibilities

  • Work with the chief of party and other technical leadership to ensure the project meets stated integrated health service delivery goals, quality standards, and reporting requirements
  • Responsible for ensuring the integration of all projects technical areas and designing community level interventions.
  • Design and regularly update detailed annual work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of program objectives;
  • Responsible for designing community level interventions in close collaboration with project stakeholders, Government of Sierra Leone and other donors.
  • Ensure that programmatic and financial reports for donors, government and Pact are prepared as required, ensuring these are of the highest quality and submitted in a timely manner to the donor.
  • Manage and motivate direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall program goals;
  • Work with program staff and Pact Technical Advisors to identify the technical support needs of the program and ensure this support is provided;
  • Monitor country-level activities, identify challenges and develop appropriate reporting and results of project activities to the COP including progress and annual reports;

Basic Requirements

  • Master’s degree or other advance degree (MD, PhD, DrPH) in a relevant filed such as medicine, public health or social science.
  • At least ten (10) years implementing integrated health programs internationally, preferably in Africa
  • Extensive knowledge of community health, with a specific focus on integrated health interventions and strategies to increase provider and end user uptake
  • Ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders

Preferred Qualifications

  • Clinical qualifications (MD clinical officer, nurse, or other cadres)
  • Knowledge of the political, social, and economic context of Sierra Leone
  • Experience working on USG or donor funded programs in Sierra Leone
