Family Health International (FHI 360) is seeking qualified candidates for the position of Technical Director – Gender Based Violence (GBV) based in Guatemala supporting an anticipated USAID-funded project aiming to reduce the negative social and economic impacts of gender-based violence (GBV) in targeted areas of Guatemala, contributing to longer-term stability of the country.

The proposed activity aims to support women, children, adolescents and other vulnerable survivors of gender-based violence and intrafamily violence in targeted communities with high rates of violence and migration. The main objectives of the project are: prevention of GBV at community, municipal and national levels increased; response to GBV strengthened by increasing capacity of key stakeholders; recovery and empowerment of GBV victims and survivors increased; improved research and analysis of GBV and its impact on development, national security, and migration.

*Availability of the position is contingent upon successful award of the project to FHI 360.

Overview:

The Technical Director-GBV reports to and supports the COP as needed. S/he is responsible for providing technical leadership to the project, ensuring high-quality and evidence-based interventions and services. The Technical Director-GBV will provide subject matter expertise and ensure the successful implementation of all activities. S/he will be responsible for activities and technical assistance related to increasing GBV prevention at community, municipal, and national levels, strengthening GBV response by increasing capacity of key stakeholders, and increasing recovery and empowerment support of GBV victims and survivors.

Key Responsibilities:

  • Provide technical leadership to the project, developing and implementing the technical strategies that will allow the project to achieve the expected results.
  • Lead the development of technical guidelines, standard operating procedures (SOPs) and tools to standardize and ensure the quality of program interventions and activities across all implementation sites.
  • Establish monitoring mechanisms to ensure technical quality at all levels of program implementation, introducing quality improvement approaches, such as PDSA, where and when necessary.
  • Coordinate technical assistance and technical mentorship activities for implementing partners to enhance their capacity to implement effective and high-quality GBV programs.
  • Oversee and support a team of technical staff at different implementation levels to ensure they are able to effectively fulfill their responsibilities.
  • Work in close coordination with the MERL Lead, to closely monitor the project’s performance against targets, support the use of data for decision-making and when needed, the implementation of performance improvement initiatives.
  • Support the documentation of project innovations and best practices and their dissemination in national and international forums.
  • Lead the development of work plans, quarterly reports, and other key project technical deliverables
  • Maintain regular communication with the donor, government counterparts, USAID, clinical partners and other key stakeholders, to ensure synergies and coordination on technical issues.
  • Represent the project in technical meetings, conferences, and national coordination platforms.

Minimum Requirements:

  • Master’s degree in gender/women’s studies, social work, sociology, international development, or other relevant fields;
  • Minimum of ten (10) plus years of professional work and technical experience in programmatic and in gender, social work, or public health, including experience with GBV programming (i.e. training, designing curricula/manuals, evaluation/research, and/or program design;
  • Minimum of 8 years of successful experience in planning, implementation and monitoring of gender programing to prevent GBV or promote gender equity;
  • Fully conversant with USAID guidance and with national and international strategies and guidelines relevant to gender/GBV programming.
  • Experience in the design and implementation of technical capacity building activities to strengthen the technical capacity of implementing partner organizations.
  • Proven ability serving in an advisory and liaison capacity between the public and private sector;
  • Experience supervising and supporting project technical staff at different levels of implementation.
  • Demonstrated skills in program planning, implementation and monitoring and evaluation.
  • Demonstrated mastery of survivor-centered, trauma-informed approaches
  • Experience working with people of different cultural backgrounds including indigenous communities
  • Demonstrated ability to create and maintain effective working relationships with key stakeholders, such as USAID, NGO implementing partners,government of Guatemala entities, and relevant international agencies.
  • Ability to manage a team of professionals, work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Proven human resource management skills and demonstrated commitment to customer service.
  • Strong interpersonal, written, and oral presentation skills
  • Fluency in Spanish and English is required.
