Project Description
The successful candidate will be the International Medical Corps’ Technical Director (TD) for the United States Agency for International Development (USAID) opportunity titled Gaza Health Recovery Activity. This 5-year project aims to address the critical healthcare needs resulting from the ongoing conflict in Gaza. The project’s primary objective is to restore and enhance essential health services in the region amidst severe disruptions caused by the conflict in Gaza. This may include restoration of activities in the following health sectors: Basic and emergency curative health services, primary health care (obstetric services; mother and child health, communicable disease control; immunizations; supplementary feeding programs, non-communicable and chronic diseases, etc.), secondary health care, physical trauma and tertiary care, mental health, psycho-social support and rehabilitation sector.

The position is contingent upon successful bidding and donor agreement.

JOB SUMMARY

With guidance from the Chief of Party, the Technical Director will be responsible for technical oversight and coordination of Gaza Health Recovery Activity (GHRA) activities and directions. The Technical Director reports directly to the Chief of Party and works in coordination with GHRA leadership team. This position will take a leadership role in ensuring GHRA meets stated project goals, quality standards, and reporting requirements. The Technical Director will also work in collaboration and coordination with USAID, other consortium partners and sub- grantees at all levels, to design and implement health systems strengthening (HSS) and integrated health activities.

MAIN TASKS AND RESPONSIBILITIES

Project Management

  • Provide overall technical leadership in the design and implementation of GHRA interventions in coordination with key project technical leads.
  • Ensure technical integration and alignment across technical teams to assure high- quality project deliverables.
  • Serve as a key technical liaison and work collaboratively with USAID, other health consortium members, particularly at the regional- and district-level, to design and implement GHRA interventions
  • Build, maintain, and effectively manage strategic partnerships and collaborations for the project at national, regional, and district levels.
  • Ensure efficient implementation of project activities and timely reporting of activities internally and externally.
  • Lead provision of technical support to develop relevant GHRA and integrated health policies, guidelines, training materials, standard operating procedures, and job aides.
  • Ensure coordination with — and provide support for — development and implementation of digital technology initiatives.
  • Work with the MEL team in promoting the use of data for decision-making at all levels of the health system.
  • Promote a team approach that emphasizes performance, creative approaches, accountability, and the achievement of personal and project goals.

Human Resources Management

  • Ensure that the project team is properly onboarded, roles and responsibilities are properly assigned, and the team can implement the agreed project deliverables.
  • Develop support strategies for staff, foster teambuilding, and introduce principles of self-care.
  • Provide supportive and constructive feedback and conduct regular performance appraisals.
  • Ensure project staff adhere to and are supported by any established dotted-line supervision with broader departments.

Security and Conduct

  • Provide leadership for the coordination of the project with the global and mission-level lead safety and security focal points; ensure that the project’s implementation strategies and risk mitigation approaches align with IMC’s safety and security plans.
  • Contribute to the positive image and overall credibility of the project and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with anti-harassment, safeguarding and PSEA policies.
  • Ensure that team members are properly trained in security and conduct protocols and policies, put in place systems to support staff wellbeing, safety and security are in place, and measures to support accountability to beneficiaries are effectively integrated and prioritized throughout the project.

MINIMUM QUALIFICATIONS

  • Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, health economics, health system management, or other relevant areas.
  • At least ten (10) years of experience in managing and/or implementing integrated HSS programming in a similar context, with technical experience in two or more areas (human resources for health, community health, integrated health systems) and at least three of those years working as a senior advisor.
  • At least five years of experience working on a USAID-funded activity in a senior-level role (project director, technical director, or technical advisor/manager).
  • At least five years of supervisory experience of teams and fostering a collaborative environment to achieve goals, advance project activities, and produce high-quality deliverables.
  • Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
  • Experience supervising technical staff in the implementation of integrated health programming.
  • Demonstrated experience designing and managing projects with focus in the areas of restoration of health services in volatile environments including restoration of basic and emergency curative health services, primary health care (obstetric services; mother and child health, communicable disease control; immunizations; supplementary feeding programs, non-communicable and chronic diseases, etc.), secondary health care, physical trauma and tertiary care, mental health, psycho-social support and rehabilitation services.
  • Experience leading and/or supporting capacity strengthening of local stakeholders in related health areas.
  • Demonstrated experience managing teams, employing both in-person and remote management approaches to supervision of staff in various locations.
  • Strong leadership and management skills with proven ability to lead and motivate multidisciplinary and multicultural project teams.
  • Proven strong consortium and partnership management skills.
  • Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
  • Knowledge of foreign aid architecture, including humanitarian and development funding mechanisms.
  • Strong interpersonal and communication skills, both oral and written.
  • Strong familiarity with USAID BHA rules and regulations, including monitoring related compliance and mitigating risks.
  • Fluency in written and spoken English required, language skills in Arabic a plus.
  • Willingness and ability to travel to project sites in the assigned countries on occasion, including traveling to insecure environments, is required.
