We are a US-registered, veteran-owned small business with staff support offices in Nairobi, Bangkok and Mauritius. SoCha currently supports multiple foreign assistance interventions across Asia and Africa.

Background

SoCha, LLC is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID Sahel Regional Office (SRO) performance management of activities within its portfolio. MRCS will support Sahel Regional technical Office (SRTO), Sahel Regional Program Office (SRPO), the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso.

Scope of Work

The roles and responsibilities of the Technical Director are as follows.

  • Responsible for leading and managing the technical work related to monitoring, evaluation, and learning under the resulting task order.
  • Assist the Chief of Party (COP) in performance management systems, financial management, and timely completion and submission of all activity deliverables.
  • Act as senior manager over the Burkina Faso Office for the first 2 years.
  • Support the recruitment and outreach to identify a wide pool of technically sound local and international evaluators and MEL specialists.
  • Ensure that the short-term technical experts and team members recruited under this contract are of a high caliber and possess commensurate technical expertise.
  • Assume overall responsibility for the Activity in the absence of the COP, serve as focal point for the technical work request systems shared with USAID and manages the overall delivery of work requests within the team.

Qualifications and experience

  • A minimum of 10 years of progressive experience in similar positions is required.
  • Master’s degree in a relevant field such as international development, project management, statistics, or economics.
  • Thorough technical knowledge of monitoring, evaluation methods, and performance management, including, but not limited to, data collection and analysis, evaluation planning, evaluation design and management, dissemination of evaluation results, and learning.
  • Managerial and operational experience, and preferably experience in supporting complex activities involving coordination with multiple program partner institutions.
  • Strong interpersonal and oral communications and presentation skills.
  • Experience in working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, and project beneficiaries.
  • Professional proficiency in spoken and written English and French.
  • Working experience in West Africa or similar developing country context.

Reporting

The Technical Director reports directly to the Chief of Party.

Location

Initially based in Niamey, Niger, with the possibility of transitioning to Ouagadougou, Burkina Faso, part way through the project.
