Technical Consultant for Alternative Dispute Resolution (ADR)

Mentorship Program

I. Project: Strengthening Rule of Law through Legal Aid Clinics in the Philippines

(Legal Aid Project Phase 3)

II. Background

The Asia Foundation, with support from the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs, is continuing its implementation of Strengthening Rule of Law through Legal Aid Clinics in the Philippines (Legal Aid Project). The Legal Aid Project aims to help strengthen and promote the rule of law in the Philippines by increasing access to free, quality legal services. The Asia Foundation works in partnership with the Supreme Court of the Philippines, the Legal Education Board (LEB), and the Philippine Association for Law Schools (PALS) to enhance clinical legal education programs in law schools. The Project also collaborates with legal aid practitioners and organizations to establish a national network of legal aid clinics.

To support law schools in their compliance with the Revised Rule, the Legal Aid Project conducts activities that enhance their capacity to plan, establish, operate, ad maintain clinical legal aid programs. The Project also works to equip the law schools with the skills to utilize various modes of delivering legal aid services. The Foundation is looking for a Technical Consultant to facilitate a Mentorship Program on Alternative Dispute Resolution (ADR) for its partner law schools that plan to set up or strengthen their law clinic.

III. Scope of Work

  1. Develop a mentorship program on ADR that will assist the partner of law schools of the project to integrate ADR on their clinical program;

  2. Develop and co-create a mentoring plan with the mentee law schools;

  3. Assist the mentee in designing an ADR program that may be incorporated in the school’s Clinical Legal Education Program and conduct mentorship sessions based on the mentoring plan agreed with the mentee and approved by the Foundation (may include an orientation on the topic, training sessions for law clinic directors, supervising lawyers, and clinical faculty, etc.);

  4. Monitor progress of mentee based on milestones agreed upon, as reflected in the mentoring plan;

  5. Submit an assessment (pre- and post- mentorship) of each mentee law school; and

  6. Develop and deliver a module on Alternative Dispute Resolution and CLEP for the CLEP Training Program..

Other Details:

● Details of the mentorship program will be discussed and finalized with the chosen contractor

● 10-month part-time engagement

● Professional fee will be paid upon review and approval of milestones submitted
