FHI 360

FHI 360 is being engaged by The Global Fund to Fight AIDS, Tuberculosis, and Malaria (“The Global Fund”) to provide Lot 1 technical services to the Differentiated Service Delivery Strategic Initiative in the Philippines. The HIV differentiated service delivery (DSD) strategic initiative (SI) aims to provide technical assistance (TA) to address gaps in testing and treatment for key populations (KPs), men, adolescents, and children. The role of the initiative is catalytic to the new HIV grants, providing international and local expertise to drive innovation and adaptations in service delivery necessary to close treatment gaps and deliver on the organization’s strategic objectives for HIV.

FHI 360 will provide expert TA to the Philippine Department of Health’s (DOH) National HIV, AIDS and STI Prevention and Control Program (NACPCP) and its partners for policy and programming implementation to ensure DSD models, adaptations and/or innovations are developed and scaled in order to improve the efficiency and quality of HIV services through early diagnosis, high treatment coverage, treatment retention and viral load suppression. FHI 360 will offer TA focusing on the SI objectives on implementation strategies and operational plans, scale up of DSD models for testing and treatment, and strengthening of health care and community worker capacity for DSD implementation; facilitate and develop technical materials including SOPs, training materials, guidelines, and M&E tools and analysis and in addition support the Philippines in the adaptation and use of these materials; and utilize its experience and draw lessons from various countries in supporting the Philippines in the deployment of the materials developed.

Detailed Description of Tasks to be Performed:

The consultant will provide technical assistance in the following areas:

· Work with FHI 360 to consolidate existing guidelines and SOPs to develop one unified and harmonized manual of procedures (MOP) for differentiated testing and one unified and harmonized MOP for treatment services

· Work with FHI 360 to develop a plan for a situational analysis of existing virtual HIV interventions in the Philippines

· Support situational analysis team in identification and collation of relevant data and provide in-country support

· Work with FHI 360 to coordinate national consultations to develop a roadmap for scale-up of virtual HIV outreach, virtual case management, and use of virtual tools

· Work with FHI 360 HQ to design and pilot DSD capacity building (CB) and TA packages for public and private facilities (training materials, TOT, roll out, evaluation plan)

· Work with The Global Fund, DOH, WHO, and other stakeholders to identify TA needed for implementation of priority DSD testing and treatment models developed with FHI 360 HQ. Coordinate provision of the needed TA by the FHI 360 team.

· Work with FHI 360 HQ to support DOH in developing, training on, and rolling out key DSD indicators

· Coordinate discussions between FHI 360 (to possibly include the mapping team) and The Global Fund on mapping of one-stop shops (OSS). Develop mapping plan (scope, methodology, data availability and timelines) for mapping one-stop-shop (OSS).

· Support the Global Fund, DOH, WHO, and other stakeholders in identification and collation of relevant data and selection of up to five OSS sites for TA and provide in-country support for the TA.

· Work with in-country partners to identify high performing OSS sites and facilitate learning visits to high performing OSS sites for local governments and public and private institutions.

· Work with FHI 360 HQ to conduct an assessment to inform adaption of virtual HIV interventions (new data collection from or about online target audiences)

· Work with FHI 360 HQ to provide TA to Global Fund partners to implement virtual HIV interventions according to the roadmap and audience specific plans. Deliver CB on virtual HIV intervention implementation.

· Work with FHI 360 to prepare reports on the exercises – MOP, situational analysis, CB packages, DSD models, DSD indicators, OSS mapping, assessment of virtual HIV interventions

· Present products (reports) to stakeholders

· Participate in daily DSD SI Philippines Team technical review and strategy meetings

· Prepare and share weekly DSD activity reports and participate in bi-weekly DSD update meetings with FHI 360

· Any other duties as agreed

Minimum Qualifications:

· Doctor of Medicine (expertise on infectious diseases preferred), or Masters’ degree in public health, with experience in the public health sector and HIV -Prevention, Testing, Treatment and Care programs or any related field.

· Minimum of 5 years relevant experience in the formulation of policies, guidelines and procedures related to public health specifically testing strategies for HIV.

· Working knowledge of concepts, practices, and procedures with providing program support for HIV activities/projects is preferred.

· Experience in program monitoring and evaluation, data collection, and data management of health-related data.

· Prior work experience working with Global Fund is an advantage
