TERMS OF REFERENCE

Mentor for Environmental Protection and Defense

I. Project: Strengthening Rule of Law through Legal Aid Clinics in the Philippines

(Legal Aid Project Phase 3)

II. Background:

The Asia Foundation, with support from the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs, is implementing Strengthening Rule of Law through Legal Aid Clinics in the Philippines (Legal Aid Project), which aims to help strengthen and promote the rule of law in the Philippines by increasing access to free, quality legal services. The Asia Foundation works in partnership with the Supreme Court of the Philippines, the Legal Education Board (LEB), and the Philippine Association for Law Schools (PALS) to enhance clinical legal education programs in law schools. The Foundation also collaborates with legal aid practitioners and organizations to establish a national network of legal aid clinics.

The Foundation works in partnership with the Supreme Court and the LEB tin initiatives that aim to ensure the smooth implementation of Rule 138-A of the Rules of Court, the Revised Student Practice Rule. To support law schools in their compliance with the Revised Rule, the Legal Aid Project helps the schools develop clinical programs that are responsive to community’s needs and align with the school’s values and interests. Towards this end the Legal Aid Project provides training and mentorship to clinic directors, supervising lawyers, and law student practitioners on various topics. The Foundation is looking for a subject matter expert to facilitate a mentorship for law clinics[1] on Environmental Protection and Defense for its partner law schools.

III. Scope of Work **

  1. Provide mentorship on Environmental Protection and Defense for law school partners of the Legal Aid Project.

  2. Develop and co-create a mentoring plan with the mentee law schools;

  3. Assist the mentee in designing an environmental protection and defense program that may be incorporated in the school’s larger Clinical Legal Education Program; and

  4. Monitor progress of mentee based on milestones agreed upon, as reflected in the mentoring plan.

  5. Submit an assessment (pre- and post- mentorship) of each mentee law school.

  6. Develop and deliver a module on Environmental Protection and Defense and the establishment of an environment law clinic for law schools;

Other Details:

● Details of the deliverables will be discussed and finalized with the chosen contractor

● 12-month engagement; Part-time

● Professional fee will be paid upon review and approval of milestones submitted

[1] Number of law schools to be determined upon discussion with the contractor of the project timeline and deliverables, and demand for the program
