We are currently seeking qualified candidates for a consultancy position to support FHI 360 in providing technical assistance to the Global Fund’s Differentiated Service Delivery (DSD) strategic initiative in the Philippines.

The HIV differentiated service delivery (DSD) strategic initiative aims to provide technical assistance (TA) to address gaps in testing and treatment for key populations, men, adolescents, and children. The role of the initiative is catalytic to the new HIV grants, providing international and local expertise to drive innovation and adaptations in service delivery necessary to close treatment gaps and deliver on the organization’s strategic objectives for HIV.

The overall objective of this strategic initiative is the provision of expert technical assistance to the Philippines for policy and programming implementation to ensure DSD models, adaptations and/or innovations are developed and scaled in order to improve the efficiency and quality of HIV services through early diagnosis, high treatment coverage, treatment retention and viral load suppression. FHI 360 will offer TA focusing on the strategic initiative objectives on implementation strategies and operational plans, scale up of DSD models for testing and treatment, and strengthening of health care and community worker capacity for DSD implementation. FHI 360 will facilitate and develop technical materials including SOPs, training materials, guidelines, and M&E tools and in addition support the Philippines in the adaptation and use of these materials. FHI 360 will utilize its experience and draw lessons from various countries in supporting the Philippines in the deployment of the materials developed.

Scope of Work

FHI 360 requests consultant services to support the Global Fund and its prime and sub-recipients in Philippines to complete specific activities related to planning and scaling implementation of virtual HIV interventions. Virtual HIV interventions include the use of virtual platforms to support HIV program’s goals for demand generation, outreach, service delivery, and retention. Virtual platforms can include offline modalities like SMS and voice calling, or online platforms like social media, messenger apps, phone and web apps, search/browser advertisements, and electronic data collection and case management systems, among others.

The consultant will provide specific inputs to support the following activity areas within the program workplan:

• Conduct situational analysis of HIV virtual interventions in the Philippines

• Facilitate national consultations and develop roadmap for scaled virtual interventions

• Conduct assessment of online target audiences and share results (social media mapping, audience size estimation, online surveys, and community advisory groups)

• Support Global Fund partners to draft audience-specific demand creation and service delivery plans for their online target audiences

It is expected that the scope of work will be approximately 57 days of work between April 2022 – December 2022.

Location of Work

The consultant will be a remote-based based in Metro Manila, Philippines

~20% to potential and existing OSS sites in Philippines

Qualifications

  • Years of experience: 5-20 (tasks will be matched with applicants of requisite skill/experience*)

· Language: English (required) & Filipino (Required)

  • Education/Area of specialty: Master’s degree in Public health, monitoring and evaluation in HIV prevention and key population, digital health, telehealth, epidemiology, statistics or related fields
  • Experience in 1) telehealth (remote health service delivery), digital health implementation, 2) HIV programs (particularly among key populations), 3) Social and Behavior Change (SBC), and/or 4) virtual client support expertise (for case managers, telemedicine, customer service, call centers)
  • Experience working with various stakeholders in the HIV response in the Philippines is desirable, such as with international organizations (WHO and UNAIDS), donors (USAID and Global Fund), government bodies (Ministry of Health), private foundations (Pilipinas Shell Foundation Inc. PSFI) and local community service organizations and private health providers and networks.

· Award will be based upon best value (a combination of qualifications and proposed daily rate).

· Payment will be based upon Level of Effort (LOE) with reimbursement for approved related budgeted expenses.

Prospective consultant certifies that –

· The cost proposal in this solicitation have been arrived at independently, without, for the purpose of restricting competition, any consultation, communication, or agreement with any other offeror, including but not limited to subsidiaries or other entities in which awardee has any ownership or other interests, or any competitor relating to (i) those prices, (ii) the intention to submit an offer, or (iii) the methods or factors used to calculate the prices offered

· The cost proposal in this solicitation was not knowingly disclosed by the prospective consultant, directly or indirectly, to any other offeror, including but not limited to subsidiaries or other entities in which the prospective consultant has any ownership or other interests, or any competitor before bid opening (in the case of a sealed bid solicitation) or contract award (in the case of a negotiated or competitive solicitation) unless otherwise required by law; and

· No attempt was made by the prospective consultant to induce any other concern or individual to submit or not to submit an offer for the purpose of restricting competition or influencing the competitive environment.

Awardee understands and agrees that violation of this certification will result in the termination of the award for default as well as exclusion from future solicitations.
