Technical Assistance Consultants for strengthening Community, Rights and Gender; Advocacy; and Communications to end TB (multiple positions)

Functional Responsibilities:

In close collaboration with international partners such as USAID, World Health Organization (WHO) and The Global Fund to Fight AIDS, Tuberculosis and Malaria (TGF), the Stop TB Partnership provides technical assistance to the National TB Programs (NTPs) in priority countries for enabling their capacities and effective responses to end TB as the public health threat. STBP provision of technical assistance in CRG also includes to TB Survivor networks, TB Key and Vulnerable Populations and other civil society organizations. STBP also provides technical assistance at the country, regional and global level in relation to high level advocacy and communication.

The consultants from the roster will be deployed to provide targeted technical support in Community, Rights and Gender (CRG), Advocacy and Communication. The requests for short-term technical assistance will be initiated by the NTPs, Country Coordination Mechanisms (CCMs) for TGF grants, key and vulnerable populations, affected community and civil society and/or STBP, in coordination with other stakeholders and partners. Under the guidance and oversight of STBP’s Deputy Executive Director, these requests will be processed by the STBP Secretariat, in close cooperation with USAID, which provides key financial support.

The expertise of consultants is sought in the following community, rights and gender, advocacy and communication areas:

• Law and human rights in TB

• Gender sensitive and transformative TB programming
• CRG tools including; CRG and Stigma Assessments and Costed Action Plans, Key and Vulnerable Population Size Estimations and Legal and Human Rights Scorecard
• Advocacy, awareness and activism especially towards increasing domestic funding for TB and political leadership.
• Community-led monitoring for social accountability.
• Capacity building and community empowerment.
• Engagement, networking, coordination and partnerships.
• Demand generation for new tools, innovations and approaches, including CRG.
• Political advocacy, inclusive, equitable and focused special campaigns.
• Communication campaigns, special communication projects involving TB Champions, celebrities, private sector, etc.
• Developing regular communication materials
• Maintaining social media channels amplifying strategically important messages from key TB stakeholders.
• Provide communication support to high level and strategic events organized by Stop TB, including high level missions conducted to high TB burden countries.
• Engaging with graphic design work
• Media relations
• Supporting in development and implementation of the World TB Day

Technical assistance in above areas will be based on the specific country context and priorities identified by the national TB programs, civil society and affected communities, with support by technical partners as relevant. The assignments will mainly be conducted within, but not limited to, the following activities and context:

• National TB Program reviews, joint monitoring missions and other programmatic assessments and evaluations, with a focus on wider advocacy themes and/or CRG
• Contributions to national TB strategic plans and other relevant policies and programs, promoting advocacy and/or with a focus on CRG
• Development of Funding Requests for the Global Fund; with a focus on CRG
• Development of other applications and funding proposals; with a focus on high level advocacy and/or CRG
• Development / update of national guidelines, protocols and standards in the field of TB; with a focus on CRG
• Technical assistance for introduction and rollout of novel tools, technologies and approaches in TB care; including CRG assessment, Stigma Assessment, CRG Action Plans, OneImpact community-led Monitoring, Key and Vulnerable Population Size Estimation Tool, Legal and Human Rights Scorecard etc.
• Training and other capacity building activities such as high-level advocacy and/or with a focus on CRG
• Development of operational research protocols and implementation support; with a focus on CRG
• Other CRG technical support and assistance prioritized by countries.
• Other advocacy and communications and assistance prioritized by countries.

Education/Experience/Language requirements:

Education Requirements:

• Advanced university degree (master’s degree or equivalent) preferably in medicine, public health, social science, economics, natural sciences, international relations, fundraising, donor relations, communications, linguistics, marketing, public health, public relations, and/or other related fields.
• A Bachelor’s degree preferably in the subjects above with an additional 2 years of relevant experience may be accepted in lieu of advanced university degree.

Professional Experience Requirements:

• A minimum of 7 (seven) years of progressive work experience in the health sector (preferably in tuberculosis programs and/or other disease control programs, advocacy, communication and Community, Rights and Gender) is required.
• Experience in one or more of the following areas is a distinct asset: Human Rights in TB; Gender sensitive and transformative TB programming; Community Rights & Gender (CRG) Tools implementation; Advocacy; Community-led monitoring for social accountability; Capacity building/Community empowerment.; Engagement, networking, coordination and partnerships; Demand generation for new tools and innovations.
• Experience in development of project proposals, guidelines and standards, operational research protocols in TB programs is highly desirable.
• Experience in development of national TB strategies and plans is an asset.
• Experience in development of the Global Fund applications is an asset.
• Experiences in organizational development, capacity building / teaching (including e-learning platforms) are assets.
• Experience in developing and managing communication campaigns in the health sector is an asset
• Consultancy experience with international organizations, in particular, in high-burden TB countries, is an asset.

Language requirements:

• Good working knowledge of English is required
• Working knowledge of French, Portuguese, Russian or Spanish language is an asset.
