Amentum / Macfadden is seeking a Technical and Program Quality (TPQ) Communications Advisor to support USAID’s Bureau for Humanitarian Assistance (BHA) in Washington, DC or REMOTE.

USAID’s Bureau of Humanitarian Assistance (BHA) leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. Macfadden serves as an Institutional Support Contractor to USAID, where day-to-day work assignments and oversight are provided by BHA office directors, deputy office directors, or technical leads, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

The TPQ Technical Communications Advisor will:

  • Support the Office of Technical and Program Quality (TPQ) in USAID’s Bureau for Humanitarian Assistance (USAID/BHA).
  • Support the Office’s communication with internal (e.g., BHA, USAID, USG) audiences and coordinate with BHA’s Office of Global Policy, Partnerships, Programs, and Communications (G3PC) Strategic Communications and Humanitarian Information Division on TPQ’s external communications priorities.
  • Lead the development and implementation of TPQ’s Internal Communications Strategy to promote the Office’s work to internal audiences and facilitate information access and sharing among BHA, USAID/W, Missions, and partners.
  • Draft internal technical briefers and technical communications materials in support of TPQ’s divisions.
  • Prepare talking points about TPQ’s work and expertise, briefing materials, memos, internal newsletters, PowerPoint presentations, official cables, and other internal products, including ensuring that content is 508 compliant and accessible as required.
  • Work with technical advisors to translate highly technical information to everyday English for broader dissemination to non-technical audiences.
  • Lead efforts, in coordination with TPQ technical advisors, to increase awareness, uptake, and use of TPQ technical products and services including: Support management of the TPQ Technical Learning Library and content development for the Evidence and Learning Newsletter; support management and coordination of TPQ content for the BHA intranet, ensuring regular updates, and consistency across teams and divisions; and solicit input from BHA stakeholders to strengthen TPQ technical products and services.
  • Provide editing and proofreading to catch spelling mistakes, punctuation errors, formatting issues, and graphic misalignment on TPQ technical products, ensuring uniformity and adherence to agency style guidelines.
  • Manage special projects and ad hoc requests, including research requests, as assigned by the TPQ MIT Team Leader.
  • Work closely with BHA’s Office of Global Policy, Partnerships, Programs, and Communications (G3PC) Strategic Communications and Humanitarian Information Division to ensure that internal communications are consistent with BHA public messaging and voice.
  • Liaise with G3PC’s Strategic Communications and Humanitarian Information Division’s external communications and reporting leads on integrating TPQ communications priorities in BHA official products and communications.
  • Coordinate with G3PC’s Strategic Communications and Humanitarian Information Division and provide input on external communications materials across various platforms that strategically highlight TPQ’s technical expertise.
  • Coordinate with G3PC’s Strategic Communications and Humanitarian Information Division to guide and advise TPQ staff on Bureau and Agency-wide communications and outreach priorities, messages, communications policies; liaise and coordinate within BHA and Agency technical leads.

REQUIREMENTS

  • Must be able to obtain and maintain a minimum of a Facility Access Clearance (FAC) or Secret Security Clearance issued by the US Government for the duration of your employment on this contract.

Education/Experience:

  • Master’s degree and at least 6 years of professional experience, OR Bachelor’s degree and at least 8 years of professional experience, OR at least 10 years of professional experience culminating in a set of responsibilities similar to those of this position.
  • Experience as a communications and outreach specialist or strategic communications professional in a humanitarian assistance or international development setting preferred. Relevant fields include – but are not limited to – journalism, communications, public relations or affairs, international relations, international development, public administration, development/area studies, and social studies.

Skills:

  • Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications is required.
  • Good coordination and organizational skills within multicultural work environments is required.

  • Ability to plan, organize, manage, and evaluate program activities.
  • Possess excellent written and oral communication skills and exceptional attention to detail.
  • Be able to multi-task in a fast-paced environment with multiple, overlapping deadlines.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
