MAIN PURPOSE OF JOB:

The Technical Advisor for Pharmaceutical Procurement will support State Enterprise “Medical Procurement of Ukraine” (MPU) by organizing the process of centralized and decentralized procurement of pharmaceutical products. S/he will work closely with the MPU, Ministry of Health (MOH), Center for Public Health (CPH), pharmaceutical industry, SAFEMed’s Contracted agencies, and other related Stakeholders. The Technical Advisor will perform a proactive coordination to establish trust and build strong partnership and a positive communication environment to ensure timely and duly implementation of the projects, related to but not limited to MPU governance and capacity development. S/he will produce ideas and initiatives to facilitate productive engagement of all stakeholders in order to meet the deliverables as per the working plan of the given project implementation year but is not limited to it; s/he also proposes new ideas for future development plans of MPU through SAFEMed’s assistance and support. The Technical Advisor provides technical assistance to MPU in the field of pharmaceutical procurement, storage, and distribution management, especially around the HIV and TB state procurements, engages in building sustainable capacity of MPU through contributing to the development of learning and development activities and liaising with relevant partners.

Major Activities / Responsibilities:

1. Capacity Building of SE Medical Procurement of Ukraine (MPU):

  • Provide operational support to streamline MPU internal operations, governance, and organizational development.
  • Provide technical support to MPU in the implementation of the transition period from procurements focused organization to full-cycle supply agency national wide level.
  • Provide capacity-building support to MPU through L&D strategy implementation including the development of a set of possible activities and training for creating performance assessment frameworks and procurement and supply chain competency and excellence frameworks and platforms.
  • Support the consultants’ recruitment process as the need may arise to ensure the effectiveness of MPU operational activity, participate to identify these needs, and create a clear Scope of Work for the consultants.
  • Participate in legislation initiatives, such as proposing and participating in the creation and implementation of new legislation as the need may arise, or adaptation of current legislation.

2. Project Management and stakeholder engagement:

  • Support organization of client engagement or other meetings of MPU and national and international Stakeholders, document key findings and recommendations.
  • Collect data related to MPU activities, analyze and prepare reports for the donor, and other Stakeholders.
  • Support MPU participation in Public Procurement Full-Cycle preparation through the organizing of awareness meetings, translation of annual monitoring reports, tender and contract
    documentation, and nomenclature in order to create better coordination of MPU with the Stakeholders.
  • Coordinate implementation of annual workplan activities and deliverables according to approved plans including working with other SAFEMed teams in designing, planning and executing
    activities.
  • Maintain strong working relations with the broad range of procurement stakeholders from the government, civil society in Ukraine to advance SAFEMed priorities.
  • Summarize and document key findings as well as draw conclusions and recommendations from meetings and other professional discussions;
  • Participate in working groups organized by the government or other Stakeholders;

3. Coordination and reporting:

  • Facilitate the development of SAFEMed’s Annual Plan with clear deadlines, deliverables, and milestones;
  • Work with SAFEMed Senior Technical Advisor on preparing presentations, narratives, reports, technical briefs, and other materials as needs may arise during the implementation of the Project
    Annual Plan;
  • Perform any other duties that may be assigned by MSH

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION:

Required:
Bachelor’s degree in Public Health, Pharmaceutical Supply Chain Management, Medical management, or equivalent education.
Preferred:
Master’s Degree in public health or related field.

REQUIRED MINIMUM EXPERIENCE:

Required:

  • Five years of experience in public health programs or related to pharmaceutical management experience.
  • Experience in pharmaceutical management with an emphasis on procurement, supply chain, warehousing, and logistics is preferred.
  • Experience in providing technical assistance in public health programs/projects, especially supply chain management programs implemented in Ukraine by
    international organizations.
  • Experience working in Ukraine with MOH, MPU and similar level organizations in the field of healthcare, HIV and TB programs, and governance.

Preferred:

  • Experience with USAID-funded programs, and other international medical NGOs.

KNOWLEDGE AND SKILLS:

  • Strong organizational skills and ability to work in a team oriented, culturally diverse environment.
  • Knowledge in supply chain areas, warehousing, logistics, quantification of preferably TB and HIV procurement systems and procedures, public health, and governance.
  • Excellent interpersonal skills, communication skills, technical writing, training experience, ability to identify and resolve policy and operational constraints, generate
    ideas and solutions.
  • Excellent written and verbal communication and presentation skills in English / Ukrainian.
  • Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint
