GOAL

GOAL has an annual budget of an estimated €100 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. Job Purpose

The Technical Advisor – Logistics is responsible to enable high standards across GOAL logistics operations. They are responsible to update and maintain GOAL fleet, asset, and stock strategies, manuals, and procedures in line with global best practice and GOAL strategic needs. As part of the global technical team, they will lead on continued innovation and improvement in logistics and procurement services. They will represent GOAL in technical forums and input to global forums for sectoral strengthening.

Duties and responsibilities

Technical Standards

  • Maintain GOAL fleet, stock and asset management manuals and tools. Manage and issue updates in an organised manner and in line with other business change initiatives.
  • Stay up to date with donor requirements and support adherence with these globally and/or in specific projects.
  • Develop strategies for effective funding and management of GOAL logistic services and equipment in line with GOAL global strategy.
  • Drive GOAL climate smart and environmental conscious improvements in logistics. Working closely with the procurement team to maximise integrated improvements across the Logistics and Procurement function globally.
  • Directly support and advise country logistics and management teams as requested to tackle logistics challenges.
  • Set and monitor KPIs for logistics services globally. Identify issues in performance and implement solutions.
  • Develop quality control assessment tools to monitor procedural compliance.

Training and Representation:

  • Participate in global technical forums ensuring GOAL is sharing learning and learning from others.
  • Develop and deliver face to face, online and self-paced training materials to support implementation of Logistics services.
  • Implement and manage internal technical communities of practice for sharing and learning.
  • Develop training pathways in line with competency frameworks to guide logistics staff globally for personal development and progression in GOAL and in logistics roles in general.
  • Maintain personal development and learning to be up to date on sector best practices.

Emergency Preparedness and Response:

  • Ensure all manuals and procedures have clear actions for application in emergency response.
  • Advise on logistics services in any GOAL emergency response.

Undertake other relevant tasks relating to GOAL activities as required.

Key Performance Objectives

  • KPO 1 – manuals and tools are up to date and accessible by staff.
  • KPO 2 – training materials to support procedural compliance.
  • KPO 3 – globally strategies for logistics service funding.
  • KPO 4 – technical community of practices in place.

Requirements (Person Specification)

Essential

  • 5 years relevant work experience in logistics services management.
  • Strong technical knowledge in fleet, stock, and asset management.
  • Experience in developing procedural manuals and tools.
  • Experience in developing and delivering training.
  • Clear written English and ability to present complex information in accessible ways.
  • Familiarity with digital solutions and data analytics.
  • Good communication skills and experience in working with multiple stakeholder groups.
  • Willingness and ability to work remotely/virtually with colleagues and to work from home.

Desirable

  • Experience in INGO sector and specifically humanitarian emergency response.
  • CIPS/CILH/CHL/Bioforce or equivalent qualification.
  • Knowledge of another language, especially Spanish, Arabic or French.
  • Willingness and ability to travel to country programmes and work in resource limited environments.

This position can be based in Ireland or the UK. Applicants must have the right work in either Ireland or UK
