Job Summary:

You will provide technical advice, guidance, and support to the BHA-funded Preparing to Enhance Protection in Disasters (PrEPD) project, with a focus on Safe and Dignified programming within Disaster Risk Reduction (DRR) in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS’ Safe and Dignified Programming (SDP), including Protection Mainstreaming (PM) & PSEA, is across the globe.

Roles and Key Responsibilities:

  • Provide management, guidance, and technical oversight of the PrEPD project throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Provide technical guidance and solutions to PrEPD CP teams, remotely and on-site, for strategic and implementation planning and how to best apply program design and implementation standards, best practices, partnership principles, tools, and M&E, ensuring high-quality implementation.
  • Lead on developing project resources, materials and outputs; coordinate activities and input from other SDP Team members, as relevant.
  • Contribute to regional and CP efforts to pre-position CRS for growth opportunities in SDP in DRR/Disaster Preparedness.
  • Contribute to capacity strengthening initiatives in SDP for PrEPD staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to CP staff.
  • Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
  • Establish and maintain relationships with donors, peer organizations, research and other institutions. Participate in forums in the area of SDP in DRR/Disaster Preparedness to collect and share best practices and promote CRS’ work.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Required Languages – Fluency in spoken and written English

Travel

  • Ability to live and work in disaster-affected areas.
  • Ability to deploy on short notice (within 48-72 hours) when needed
  • Willingness and ability to travel internationally as required (approximately 25%)

Supervisory Responsibilities None

Key Working Relationships:

Internal HRD SDP Team, Philippines, Sierra Leone & Uganda Country Teams, relevant Regional Teams, Program Quality Team, Technical Advisors, and US-based staff as relevant.

External Partner staff, Safe and Dignified Working Group (SDWG) members, international and local non-governmental, members of Protection Mainstreaming technical forums, organizations, and relevant government representatives.

Basic Qualifications

  • Master’s Degree in Social Sciences, Gender, International Development, International Law or another related field is required.
  • Minimum of five years relevant experience in an advisory or management role with progressive responsibilities, with minimum of three years working on PM and/or PSEA.
  • Demonstrated application of technical principles and concepts in SDP. General knowledge of DRR to ensure proper cross-sectoral approach.
  • Experience in business development, project design and proposal development in SDP including technical writing.
  • Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
  • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Preferred Qualifications

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
