Catholic Relief Services has been working in Liberia since 1957 with current programmatic focus targeting health, nutrition, peacebuilding, and agriculture. CRS Liberia is beginning implementation as Principal Recipient (PR) of a 12-month Malaria and Resilient and Sustainable Systems for Health (RSSH) Grant funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund). CRS will draw on the agency’s global malaria, health systems strengthening and Global Fund expertise to oversee and strengthen vector control, malaria case management, prevention of malaria in pregnancy, health product management systems, health management information systems and M&E, human resources for health (including community health workers), and overall program management.

Job Summary:

You will provide technical advice, guidance, and support to a wide range of program design and implementation issues with a focus on malaria programming, in line with Catholic Relief Services (CRS) program quality principles and standards, Global Fund and MoH guidelines, and industry best practices to the Liberia Country Program (CP) team to advance the delivery of high-quality programming to the poor and vulnerable. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS’ malaria programming is across the globe.

Roles and Key Responsibilities:

• Lead on the development and implementation of strategies, standards, tools, and best practices in malaria programming that effectively engage staff, MoH, NMCP, partners, and the Global Fund. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, monitoring, evaluation, accountability and learning (MEAL), procurement and supply chain management and operations.
• Provide technical solutions to the Global Fund Malaria/RSSH Grant team, MoH, NMCP and partners, for strategic planning and how to best apply program design and implementation standards, best practices, partnership principles, tools, and MEAL, ensuring high-quality implementation.
• Lead capacity strengthening initiatives in malaria programming for staff and partners through development and delivery of learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to Global Fund Malaria Grant staff, MoH and partners
• Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
• Oversee the identification, assessment and strengthening of partnerships relevant to health and malariaand the appropriate application of partnership concepts, tools and approaches.
• Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
• Establish and maintain relationships with Global Fund, health donors, peer organizations, research and other institutions. Participate in forums in the area of malaria programming to collect and share best practices and promote CRS’ work.
• Lead the development of program learning – identify opportunities for learning, research, and publications in the area of health, malaria and health system strengthening. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
• Ensure effective planning, coordination, and integration of MEAL efforts and reporting with MoH, NMCP and partners, as well as other CRS programs to optimize the use of shared MEAL teams, assets, and facilities, and strengthen the collective impact of interventions.
• Ensure that gender equity is consistently and intentionally streamlined into all program activities, including staff recruitment and training.
• Champion CRS commitment to safeguarding everyone from harassment, exploitation and abuse through robust systems of prevention and response, as well as our commitment to gender equity.

Basic Qualifications

• Master’s Degree in Public Health, International Development, International Relations, or relevant technical areas required.
• Minimum of five years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of three years working for programming interventions in programming interventions in malaria and health.
• Demonstrated application of technical principles and concepts in malaria and health. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
• Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
• Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
• Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Travel – Must be willing and able to travel up to 40%.
