Project Overview and Role:

Palladium’s Data, Informatics and Analytical Solutions Practice (DIAS) is seeking a Technical Advisor, Health Information Systems, DHIS, to support the Data for Implementation (Data.FI) Project. Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

The Technical Advisor, Health Information Systems, DHIS, is responsible for providing expertise in the strategy, analysis, design, architecture and governance of various DHIS2 implementations across the range of supported Data.FI countries. The Technical Advisor, Health Information Systems, DHIS, will also provide technical support to activities focusing on the development, roll-out, and creation of data warehouses, dashboards, and health information systems’ interoperability.

You and Your Career

You are an experienced international development professional with a track record of designing DHIS 2 installations, implementing DHIS2 Tracker, you may have certifications from the DHIS Academy, and you are well integrated into a global community of DHIS 2 practitioners.

You are a fluent Spanish speaker and writer, and a competent English speaker and writer.

You also possess proven expertise implementing data warehouse and interoperability projects, dashboards, and have a strong sense of initiative and an insatiable academic curiosity, strong familiarity with PEPFAR programs, demonstrated capacity building and mentoring expertise, familiarity with health systems and Global Goods, and a passion for using technology to improve health outcomes.

Reporting and Supervision

  • Reports to the Regional Technical Advisor.
  • Supervises technical teams in-country as needed

​Primary Duties and Responsibilities:

The primary responsibilities of the Technical Advisor, Health Information Systems, DHIS are:

  • In assigned countries develop the technical strategy for the design, planning and delivery of Data.FI digital activities for HIV information systems generally, and specifically, DHIS2 and DHIS2 Tracker.
  • Support HIS teams in countries of focus with technical assistance for DHIS2 and DHIS2Tracker implementation and maintenance, spanning software development or configuration, data analytics, or data use.
  • Work alongside Palladium’s Data Analytics and Use Advisors to produce data and analytical products to support policy design, implementation, and evaluation of health programs more generally, and provide specific dashboard and visualization development support for DHIS2.
  • Support countries in design, implementation and configuration of DHIS2 systems for data warehousing, interoperability, and other aspects of Country Health Information Systems.
  • Support countries in assessing and recommending appropriate technology requirements for setup and implementation of DHIS2 based solutions, including server requirements, data backup, etc.
  • For countries of focus, align DHIS2 supported software development and configuration activities with conventional standards such as ICD10, HL7 FHIR, SNOMED and OpenHIE specifications.
  • Support digital governance by providing capacity to Ministries of Health around the design and implementation of DHIS2 specifically, and of health information systems more generally as required.
  • Identify, build, and maintain relationships with partners and consultants who can provide technical expertise in health and other sectors of international development more generally, and connect and contribute to global DHIS2 communities support.
  • Mentor selected mid-level staff working in headquarters and field offices.
  • Contribute to proposal development through contributions to strategy, partnerships and written contributions to the technical approach and capability statements.​

Reporting requirements:

  • Weekly meetings (either in-person or via Skype/phone).
  • Emails as needed.

Required Qualifications:

  • Computer science education.
  • Considerable professional experience in implementing DHIS2 and DHIS2 Tracker at the national and subnational levels. Experience working on range of Health Information System domains, including HMIS, LMIS, EMRs and other mobile data collection tools will be a plus.
  • Experience designing, testing, and implementing information systems and data tools, including mobile applications, transactional systems, business intelligence implementations and interoperability solutions.
  • DHIS Academy Certification preferred.
  • Broad understanding of digital health infrastructure (e.g., data centres, networks, hardware) and application services.
  • Familiarity with industry standard approaches and standards for health information exchange and interoperability.
  • Strong project management skills and experience using digital tools to manage projects, such as Microsoft Teams, Planner, Jira.
  • Knowledge and experience applying the Principles for Digital Development.
  • Proven ability to work collaboratively in a multidisciplinary team and to build consensus.
  • Ability to guide and support clients, project teams and technical teams in designing and implementing solutions that meet specified requirements; knowledge of user-centered design methodologies, preferred.
  • Detail-oriented and deadline-driven with strong organizational skills
  • Highly self-motivated and able to work independently as well as in team settings
  • Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels.
  • Professional verbal and written fluency in Spanish required.
  • Proficiency in verbal and written English is preferred.
  • Ability to work in a dynamic and agile environment with changing requirements and priorities.

Location

The position is based in Panama City, Panama. This a contract position, with the number of hours to be agreed on with the selected candidate.
