TECHNICAL ADVISOR, FOOD SECURITY AND LIVELIHOODS

The purpose of this position is to enable CARE to have strong technical support and advisory back-up for CO’s to ensure timely, appropriate and impactful responses to food security crisis and to support linking emergency to longer-term program interventions. The Technical Advisor for humanitarian Food Security and Livelihoods (FSL) is a highly experienced professional with expertise on the sector programming under chronic and transitory food insecure environments, as well as its links with long-term food security programs. The Technical Advisor (TA) reports directly to the CARE’s Senior Technical Advisor for Humanitarian Food Security, Nutrition, and Livelihoods (FSNL) sector and works closely with the other teams of the Humanitarian Affairs Team (HAT) staff and other concerned Food Water Systems (FWS) staff: Resilience, Early Recovery, and Disaster Risks Reduction (DRR); Nutrition; Agriculture and Market Systems; and Water teams, as well as the Gender Equity & Empowerment teams. S/he will also have contacts with relevant staff in RMU’s, CO’s and other CI food security units including CARE Germany, CARE UK, CARE Denmark, CARE Canada, CARE Australia and CARE’s Emergency Group (CEG); including program in and around Ukraine.

The TA position is expected to support the Senior Technical Advisor in the implementation of CARE Humanitarian Food Security, Nutrition, and Livelihoods (FSNL) Strategy and in any new initiatives identified to strengthen CARE’s technical capacity to ensure appropriate, targeted and effective food, nutrition, and livelihoods programming in highly difficult and complex operating environments. Some relevant initiatives include developing CARE’s capacity to support cash transfer programming, local/regional/international purchase, and market analysis systems. New expected initiatives include strategies for resilience building, linking emergency to long-term food security programs and mainstreaming of gender and women’s empowerment in the sectoral programs.

Specifically, the TA will be deployable up to 50% of his/her time to provide technical support and guidance for CARE’s humanitarian FSL programs. This includes provision of surge support and capacity building to Country Offices (CO) especially in areas of situation assessment, response analysis, program design and development, program quality, technical guidelines, women empowerment in emergency, documentation, and sharing of lessons learned and best practices. Also the TA is expected to provide technical support to the CO’s in scenario and contingency planning. S/he is also expected to represent the emergency food and nutrition security unit in relevant platforms/events such as global Food Security and Nutrition Clusters, Integrated Food Security and Nutrition Phase Classification (IPC) and/or Cadre Harmonisé (CH), regional/national food security related working groups as and when required.

Responsibilities:

• Provide Program Technical Backstopping to Country Office, including Ukraine Programs
• Support the Humanitarian Food Security, Nutrition, and Livelihoods (FSNL) Strategy
• Support Humanitarian Team and Country Offices in Monitoring, Evaluation, and Learning
• Provide support in capacity development and training to the sector stakeholders
• Support grants and contracts management for IDA, EFSP, BEHT, and Title II Program.

Qualifications:

• Bachelor’s Degree in Social Science, International Development, Agriculture, or any related humanitarian field
• Masters degree in Food Security, Nutrition, Livelihoods, Monitoring and Evaluations, Public Health or any related fields
• About 8 -10 years humanitarian work experience with specific focus on design and implementation of Food Security, Nutrition and Livelihoods (FSNL) Programming, Monitoring and Evaluation, Cash and Voucher Assistance (CVA), and Food Aid Management.
• Substantial experience in Monitoring, Evaluation, and Reporting (MER); including designing Theory of Change (ToC) for FSNL interventions and programs.
• Substantial experience in deployment and in responding to major emergencies and working with appropriate emergency and development donors and relevant UN agencies (e.g., USAID/BHA, PRM, ECHO, UNHCR, WFP, FAO etc.).
• Experience in sequencing, layering, and integrating humanitarian and development FSNL programs and interventions.
• Competence in both English and French languages is required. Please note that this is a key requirement for this position.
• At least 8 years of experience in assessing, designing, coordinating, implementing, and/or evaluating Emergency FSNL programs.
• Training and working knowledge in Integrated Food Security and Nutrition Phase Classification (IPC) and/or Cadre Harmonisé (CH), Acute Food Insecurity (AFI) and/or Acute Malnutrition (AMN).
• Experience with programs and interventions that sequence, layer, and integrate (SLI) humanitarian and development programs, including Early Recovery, Risk Reduction, and Resilience (ER4).
• Experience in developing training packages and resources materials and leading training activities in emergency situations.
• Experience in mainstreaming gender and integrating nutrition into food security programs.
