BACKGROUND

The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933, the IRC is at work today in over 40 countries globally and 30 U.S. cities. The IRC’s Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to thrive in the United States and Europe. RAI serves more than 40,000 individuals each year through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.

With nearly two decades of experience, the IRC is one of the leading providers of high quality programming to support victims and survivors of human trafficking in the United States, and is rapidly expanding this portfolio in Europe. The IRC currently operates anti-trafficking programs in 13 US cities and in 12 countries in Europe through partners. IRC’s has recently been named by the US Department of Justice (DOJ) Office of Victims of Crime (OVC) as the national technical assistance provider for labor trafficking, and is building a platform to share technical know-how and resources with providers across the US. IRC’s anti-trafficking programs are a part of wider Safety and Wellness programming, which is inclusive of the child protection team.

SCOPE OF WORK

The Technical Advisor, Anti-Trafficking Programs provides technical assistance and support to IRC’s anti-trafficking and child protection (HSPRS) programs across the United States, as well as to a wide array of service providers through the national labor trafficking technical assistance project. The Technical Advisor is responsible for developing evidence-based program strategies, tools and resources that are responsive to needs of victims of trafficking (VoT), and supporting high quality, sustainable service delivery of anti-trafficking services in RAI. Additionally the position is responsible for equipping OVC-funded providers with the specialized technical assistance, resources, tools and training needed to appropriately address barriers to identification and provision of high quality services to labor trafficking victims. The Technical Advisor is a member of the RAI Program Quality & Innovation team (specifically within the Safety, Education and Wellness unit) and works closely with the Research, Analysis and Learning team.

MAJOR RESPONSIBILITIES

Program quality and technical support

  • Provide technical assistance to the RAI network on the design, development, and best practices for implementation, monitoring, and evaluation of anti-trafficking programs and services to survivors, particularly youth and those who’ve experienced labor trafficking.
  • Provide remote and on-site technical support to field-based RAI program staff aimed at increasing programmatic quality and reach.
  • Develop and adapt tools, guidelines, assessments, policies and curriculum to support high quality, effective anti-trafficking programs.
  • Analyze new developments in human trafficking trends, laws and policies and advise IRC offices, leadership and program partners
  • Build relationships with other subject matter experts and stakeholders, including survivors.

Technical support for national labor trafficking technical assistance program

  • Provide technical expertise and advice to guide design of TA services to broaden an array of anti-trafficking providers in the US.
  • Facilitate technical assistance initiatives (both in person and virtually) based on network needs and emerging requests.
  • Leverage knowledge and network resources to connect the program with appropriate subject matter experts as needed.
  • Liaise with other anti-trafficking service providers and anti-trafficking programs, law enforcement, and other community stakeholders.
  • Participate in annual work planning activities and ensure that deliverables are current and relevant.

Business development

  • Provide guidance and support to RAI field offices to help effectively access funding.
  • Provide technical review of funding proposals prepared by field staff, including review of technical activities and ensuring alignment to desired program models and parameters.
  • Support field offices in planning and preparedness to initiate anti-trafficking services or to develop new lines of funding.

Outcomes, evidence and capacity development

  • Coordinate tracking, compilation and analysis of key program metrics and outcomes indicators.
  • Build partnerships with academic institutions and other organizations with expertise and experience.
  • Support and enrich an active Anti-Trafficking Community of Practice
  • Communicate RAI program results and lessons learned to clients, staff, donors and the public.

Organizational priorities

  • Participate actively as a member of RAI’s Program Quality and Innovation, and Safety, Education and Wellness teams
  • Collaborate closely with the Research, Analysis and Learning units, in particular the TA teams.
  • Other duties as assigned by supervisor.

KEY WORKING RELATIONSHIPS

Position reports to: Senior Technical Advisor:Protection and Anti-trafficking

Indirect report to: Deputy Director, Framework

Maintains close working relationships with: members of the Resettlement, Integration and Innovation, , and Research, Analysis & Learning units at HQ, and the office leadership and HSPRS staff in RAI HQ and field sites, as well as close collaboration other anti-trafficking service providers and anti-trafficking programs, and external subject matter experts. The TA is also expected to develop and maintain external relationships with universities across the country as well as funding partners.

JOB REQUIREMENTS

Education

  • Bachelor’s degree required, Master’s degree strongly preferred

Work experience

  • Minimum five years’ experience in the direct delivery and monitoring of anti-trafficking programming
  • Direct experience with DOJ -funded anti-trafficking programs strongly preferred; experience with OTIP, JTIP and other major funding steam desirable.
  • Experience in the field of labor trafficking and victims of crime programming.
  • Experience providing direct services to victims and survivors of trafficking, particularly unaccompanied minors.
  • Demonstrated experience in provision of technical assistance and development of training materials and events
  • Experience in program design, monitoring and evaluation.
  • Experience providing services to diverse immigrant communities highly desirable.

Demonstrated skills and competencies

  • Excellent oral, visual, written and interpersonal skills with evidence of ability to productively interact with a wide range and level of staff and organizations
  • Strong organizational skills with ability to juggle multiple tasks, set priorities, problem-solve, effectively manage time and meet deadlines, and proven ability to work under pressure.
  • Ability to access and apply current research in support of anti-trafficking efforts
  • Solid command of legal frameworks related to human trafficking
  • Demonstrated experience with a range of on-site and distance learning tools, and knowledge of current, effective adult learning technologies and trends
  • Demonstrated experience in utilizing webinar platforms such as Zoom and learning portals

WORKING ENVIRONMENT

  • Standard office work environment. Up to 20% travel required.
