The Program

BEQUAL supports education priorities of the Government of Laos (GoL) described in the Ministry of Education and Support (MoES) Education Sector Development Plan and is aligned with the strategic directions set out in Australia’s Education Delivery Strategy. BEQUAL supports MoES with the primary curriculum reform, with a particular focus on primary curriculum development, teacher professional development and integration of inclusive education principles. BEQUAL phase 2 will continue the substantial progress and build on the achievements of the first phase, building on seven years of investment.

The Position

The Team Leader provides strategic and operational management of BEQUAL in close collaboration with DFAT and MoES. The position ensures all aspects of the program are delivered to good-practice standards, in accordance with the terms of the Head Contract.

The Team Leader will have overall responsibility for planning and delivering the program through the full program life cycle to achieve high quality and sustainable results including overseeing the financial management and accountability of DFAT funds. The Team Leader will develop and manage highly effective relationships with key stakeholders and will ensure that gender equality and inclusive education approaches are mainstreamed.

The Person

The successful candidate will have excellent relationship management skills and a good listener and communicator. The candidate will be able to demonstrate their commitment to gender equity, disability, social inclusion mainstreaming and child protection.

Key Selection Criteria

The successful candidate will be able to demonstrate the following skills and experience:

· Higher degree in the field of international development or related area;

· Broad experience liaising at a strategic level with governments and other Development Partners and leading and managing education development programs;

· Demonstrated senior-level experience of understanding the importance of local context and political economy for successful planning and implementation, and influencing policy reforms in a developing country context;

· Skills and experience in working with a diverse group of staff and stakeholders to engage them in program activities, while also building their understanding of, and commitment to inclusive education;

· The ability to utilise a range of approaches to disseminate, communicate, and implement a wide variety of initiatives in a complex educational environment;

· Knowledge of DFAT-funded programs standards and processes;

· Knowledge of Lao PDR and/or greater Mekong context.
