Overview of position:

  • HART is looking for suitable candidates with relevant experience for one of their project.

Role objectives:

  • 8 years of professional experience in the field of evaluation studies & monitoring of activities on conflict areas & conflict prevention or resolution for international organization, including technical advice at senior level, capacity building, design & conduct of monitoring systems studies, assessments or surveys.

Project reporting:

  • The Expert shall work under the guidance & oversight of the Team Leader.

Key competencies:

  • Master’s Degree in Political Sciences, Social Sciences, Economics or International Development with a focus on peace & security sector or another relevant field, or equivalent professional years of experience in this sector.
  • Sound knowledge & understandings of the importance of monitoring & following up in complex programmes related to development in Africa.
  • Experience in design assessing tools for complex multi stakeholders activities.
  • Sound (at least 6 years) prior experience in conducting evaluation studies & using sample methodology to extract findings.
  • Ability to manage professional teams & ensure quality of a team output, as evidenced through at least 3 previous assignments as Team Leader (TL).
  • Strong inter personal skills & experiencein facilitating relations.
  • Professional understanding & experience of the AU & / or RECs, as well as of EU development cooperation programs, would be anadded advantage.
  • Some experience in events organisation would usefully complement the TL’s profile & would thus be considered an advantage.
  • Excellent drafting & presentation skills.
  • English, excellent writing & communication skills including facilitation, oral presentations, writing sections of papers, briefs, independent reports.
  • French, professional communication skills including conducting interviews & oral presentations & facilitation.
  • Knowledge of one more or several otherworking languages of the AU, e.g. Arabic or Portuguese would be an added advantage.
  • Excellent use of MS Office & of modern communication tools, including online.

Team management:

  • Team management experience is required for this role.
