The Role:

This is an exciting opportunity for a leader who wants to help people harness their own power to achieve a feminist, just, green transition in the 45 countries where ActionAid works.

The role is responsible for: Under the supervision of the Head of program, the Team Leader/ CoP is responsible for the project technical leadership, support and oversight to implementation of Community-Based Agriculture and Rural Development – Access to Licit Livelihoods (CBARD-ALL) program (UNDP supported). S/he will ensure effective implementation of CBARD-ALL activities and achieve its results which aim to provide alternative sources of incomes and livelihoods to the communities that have been severely affected by the recent ban on poppy cultivation and contributes to the overall vision of achieving AAA country strategy.

Coordinate with the various project/field teams and partners to ensure timely and effective project roll out as per the project design.

In liaison with the Provincial and district teams, provide planning guidelines and offer technical leadership in the development of the various projects’ annual implementation plans and budgets through close consultation with the Technical Program teams and the national level and cluster/grant project coordinator.

In liaison with the national technical teams, project Coordinators, District field officers and the MEAL Manager develop and review monthly project progress to timely project execution as per AAA/UNDP expectations and accountability frameworks.

Ensure that business processes, standards and guidelines related to livelihood & resilience initiatives are effectively applied by field programs.

Coordinate and participate in regular calls with UNDP and provide program progress reports and answers to queries related to CBARD-ALL Project implementation.

Ensure program compliance with AAA and donor guidelines, policies, business processes and bring any issues of risk, liability, or fraud to the immediate attention of your supervisor.

Participate in resource mobilization related initiatives, i.e., the development of timely and accurate funding proposals in line with support office requirements and AAA standards in collaboration with the team and other sector specialists.

In close collaboration with the Human resource Department, support staff recruitment, retention, mentorship, and coaching for Staff.

Assess and facilitate capacity building of project staff on technical modules, through trainings, workshops, on the Job training, technical backstopping for enhanced capacity in the delivery of Farmer Field Schools and value addition and marketing initiatives.

Mange Technical team deliver farmers and staff capacity on financial literacy, Agribusiness, entrepreneurship, Business incubation, Business Development Services, product pricing, aggregation, collective marketing and negotiation skills as well as on-farm and off-farm local value chain development.

Mobilize and Organize Key stakeholders, traders and SHF for domestic /international Market expo, and events to promote market linkage.

Liaises with other UN agencies, Food Security and Agriculture Cluster and Non-Governmental Organizations (NGOs) to identify opportunities for joint programs and initiatives.

Who we’re looking for:

A Master’s Agricultural Economics, Rural Development, Economics, or any other related discipline.

Experience & skills:

Minimum of 10 years of project management for rural development, agricultural value chain development or livelihood related interventions in developing countries, preferably in Afghanistan in an international organization (INGO).

At least 3 years should be at managerial leadership position in community development work implementing Livelihoods & Resilience programs.

Familiarity with Economic development and specifically Local Value Chain Development is an added advantage.

Proven track record in mindset change, agricultural production, on-farm and off-farm Local value chain development, marketing and financial inclusion.

Familiarity with international context and post-conflict/ crises in developing societies.

Familiarity with UNDP/UN policies and procedures, and with the programming principles of the UNDP/UN will be an asset.

Experience in leading program/project teams and ensuring gender equality and gender representation in the implementation.

Experience and knowledge of the socio-political context of the Afghanistan and regions would be a strong asset.

Excellent communication (both oral and written), representational and interpersonal skills.

Thorough understanding of all areas of project management cycles in a complex, international development organization.

Demonstrate ability to influence, network and collaborate with national Clusters forums, NGO and UN Agency on food security and economic development.

Ability to take initiative, solve complex problems, exercise independent judgment.

Familiarity with systems approaches to Safeguarding programming, advocacy approaches and referral systems.

Demonstrate ability to manage resources efficiently and effectively.

Language:

Excellent oral and written communications in English.

Knowledge of Dari, Persian and/or Pashto is desirable.
