Team Leader – Humanitarian Response

About the Project

DFAT’s flagship humanitarian technical assistance program. The managing contractor is responsible for deploying technical expertise to areas affected or prone to be affected by disasters, conflicts and humanitarian emergencies. The creation and maintenance of a humanitarian roster, alongside training and capacity strengthening of partner governments are key activities within the program.

About the Role

The Team Leader is the senior program representative, responsible for overseeing implementation of the Program and reporting to the Steering Committee and DFAT on program administration and management. Initially the commitment will b e 2 or 3 days per week until February with a view towards a full-time contract role.

Location

This role is based in Brisbane, Australia.

Key Responsibilities

Participate/facilitate engagement with stakeholders to refine, and continually improve, the draft Program Theory of Change and Monitoring Evaluation and Learning Framework (MELF).
Liaison and strategic communication with other humanitarian actors to raise awareness of the program and seek opportunities for collaboration.
Management of communications and public diplomacy.
Provide input into the design, and quality assurance, of MIS and other data collection systems to ensure effective data collection, tracking, risk mitigation and reporting information collected under the MELF.
Ensure all activities under the Program aim to deliver the services required by the Program’s Statement of Requirements including the timely delivery of all deliverables.
Work with DFAT, the Humanitarian Partnership Division (HPD) and the Humanitarian and Development Deployments Section (HDS) in Canberra and in-country in consultation with partner countries.
Establish and maintain effective working relationships and program partnerships with key stakeholders, including training providers, partner governments, UN agencies and other DFAT Programs.
Supply DFAT and its representatives with information and briefings on progress and issues related to the Program’s implementation.
Provide high-level strategic direction and oversight of all aspects of the Program’s implementation.
Arrange and manage the secretariat support to be provided to the Steering Committee and DFAT, as required, that will include, but not be limited to:

Providing relevant and timely information for decision making, including agenda preparation and discussion papers;
Logistics arrangements for meetings held outside of Canberra;

Design and implement integrated human resource and project management systems that support continuous improvement, accessibility, and inclusion across the Program’s activities.
Quality assure all Advisor and deployee recruitment, deployment selection and contract management processes.
Ensure gender, equality, disability and social inclusion (GEDSI), climate change and the environment are considered throughout the program.
Build an organisational culture that values the importance of how program activities respond to broader DFAT policies on GEDSI, climate change and the environment.

About You

An appropriate number of years relevant work experience in team leadership and management, particularly for a diverse/multi-cultural team.
Experience managing large, complex (preferably DFAT) humanitarian and/or development programs.
Experience working with donors and governments in the Pacific and globally.
Demonstrated experience in donor reporting with a preference for experience with DFAT guidelines and deliverables.
Demonstrated experience in risk management.
Understanding of key humanitarian concepts and issues in the Pacific and globally.
Excellent interpersonal skills including cross-cultural experience.
Excellent written and verbal communications skills in the English language.
Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
