Background:

Crown Agents is preparing to bid for the anticipated UNICEF-supported RFP for the “Implementation of National Vaccine Campaigns in South Sudan” and is currently seeking a Team Leader/EPI Technical Specialist who will provide strategic, technical, and managerial oversight of the programme.

The Covid-19 vaccines are deployed through 735 fixed health facilities, 251 mobile teams, 470 outreach teams, and Covid-19 intensification activities separately supported by Ministry of Health partners. Almost 10% of the population have now been vaccinated.

Despite progress, change is slow and a move from business as usual to new strategies is needed to move the country closer to its targets of having 40% coverage in the short term and eventually meeting the long-term target of 70% coverage of fully immunised eligible people. To do this, two national campaigns (one in September and one in January 2023) are being planned to cover the 77 counties and 3 administrative states.

Position Summary:

Based from the Crown Agent’s South Sudan office in Juba, the Team Lead will provide overall managerial and technical support to the delivery team including consortium partners and State Ministries of Health/County Health Departments. He/she will ensure that the programme deliverables are met on time and on budget and will be the external liaison with the client and other key stakeholders involved in the campaign process.

Responsibilities:

Specific responsibilities of the Team Leader Include:

Leadership

  • Set the strategy and oversee total implementation of programme deliverables against contracted deliverables
  • Build and support a cohesive technical and operational team that is effective, efficient, and outcome-orientated
  • Socialise and lead team to work in ways that align to Crown Agents’ Ways of Working, GESI and Adaptive Management delivery strategies
  • Lead and drive continuous quality improvement processes
  • Where applicable coordinate activities with other Crown Agents programmes in country
  • Work closely with Crown Agents Global Health team to distil and apply lessons learnt from work in South Sudan across the Crown Agents portfolio of programmes

Stakeholder coordination/Implementing Partner Coordination

  • Establish and maintain effective, trust-based relationship and dialogue with Crown Agents programme sub-contractors, MoH and other programme stakeholders such as UNICEF and WHO
  • Ensure the smooth contracting of Implementing Partners across the various counties
  • Represent Crown Agents at SMOH and CHD
  • Represent Crown Agents at with stakeholders in meetings and other forums as needed

Technical Leadership and Programme Management

  • Provide overall technical, programmatic, financial oversight of the programme
  • Provide strategic management of the programme including ensuring that all start up activities are contracted on time and that are delivered on budget meeting the contract deliverables
  • Work closely with the Programme Management and Technical Advisory teams within Crown Agents HQ to ensure programme deliverables are implemented according to UNICEF standards and regulations

About you

Person Specification:

To succeed in this role, you will have:

  • Significant experience working in the global health field in a leadership role
  • Strong proven technical expertise in the field of routine immunisation programming
  • Preferred immunisation/Covid-19 immunisation experience in South Sudan
  • Strong in-depth knowledge of the immunisation field in South Sudan, including all relevant government and non-governmental stakeholders
  • Experience working with UNICEF preferred
  • Expertise in stakeholder engagement, inspiring action based on evidence and influencing change, including with governments, partners and clients
  • Proven experience managing programmes including work planning, financing management and programme quality assurance and control
