Summary of Position:

IREX seeks qualified Team Leader candidates to support the anticipated MCC-funded Energy Skills for the Future program in Kosovo. This activity will aim to produce graduates who are hired in relevant jobs in the energy and adjacent sectors; support a high-quality, dynamic, and inclusive training program(s) that serves the needs of the energy and adjacent sectors by providing them with skilled technicians; and establish new technical training programs and/or build upon existing technical training programs to provide the skills demanded by employers in the energy and adjacent sectors, facilitating the Government’s just energy transition. Based in Pristina, the Team Leader will be responsible for overall project and team management. The Team Leader will also serve as a Training/Workforce Development Expert.

This position is contingent on funding. Kosovo citizens and young leaders strongly encouraged to apply.

Required Skills and Qualifications:

  • Bachelor’s degree (Masters or PHD degree is preferred) in the field of education, education administration/management, workforce development, public administration, business administration, or a closely related or relevant discipline.
  • Experience leading/managing at least two midsized or larger ($5 million +) international development programs in the last ten years.
  • A minimum of ten years of progressive experience managing and supervising a team including the ability to create a collaborative team environment to achieve the program goals with an open communication culture.
  • Have at least ten years of progressive experience in program design, implementation, management, and evaluation of workforce and skills development projects with a private sector engagement focus in developing or transition country contexts.
  • Have at least ten years of experience in supporting the management and governance of technical training/workforce development institutions as well as technical training/workforce development policy, legal, and regulatory analysis.
  • Have at least ten years of progressive experience in successfully building partnerships between education/training institutions and employers to: seek employer feedback on content, establish workplace-based training programs or internships, use employer staff as trainers or evaluators, and/or obtain employer contributions to the education/training institution.
  • Demonstrated ability successfully interacting with senior level Government officials and with private sector stakeholders.
  • Ability to facilitate timely and effective coordination among multiple agencies/stakeholders at local and national levels is imperative.
  • Competence in Microsoft Office Suite
  • Strong cross cultural and communication skills
  • Prior experience with technical training in the energy sector is desirable
  • Prior experience managing similar projects in transition or developing countries is required with a preference for experience in the Balkans
  • Prior experience with gender inclusion in technical training is desirable • English language fluency is required.
