DUTY STATION:

Country: Ukraine

City/Town: Various, Chernivtsi, Dnipro, and/or Chisinau, Moldova

OVERALL PURPOSE:

Provide response leadership to the Ukraine response.

SCOPE OF WORK:

Expectations for this short-term contract are outlined broadly in this agreement. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility.The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field. Activities enumerated below are to be undertaken in a remote location, with possible need to travel between sites. These activities will take place at a minimum between August 10 to November 9, 2022.

The consultant will serve in the role of Team Lead for a minimum duration of 1 month and possibly up to 3 months. Expected hours per week are likely to be 40 hours or more. The consultant will be flexible, able to manage time; and be prepared to tackle other tasks commensurate with role, and level of experience, on short notice.

DELIVERABLES:

Outcomes likely required for success:

  • Up to date org charts, budgets that support a relevant and effective health response strategy that is institutionally funded.
  • Strong team culture of Accountability, Tenacity, Courage, and solidarity with the Ukrainian people to break barriers to health across the Ukraine regional crisis. Team Lead will motivate and coordinate the local team through regular team meetings, work plans, and assignments.
  • Strong reputation of engagement within the humanitarian community through coordination mechanisms and leadership on response wide issues.
  • Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection, and Employee Code of Conduct policies.

CONSULTANT QUALIFICATIONS:

  • Bachelors Degree in a health-related field, international development, or other related field.
  • Completed HEAT Course
  • Experience managing multi-sectoral and/or health interventions.
  • Minimum six years experience with an international NGO and minimum 3 years in leadership roles.
  • Demonstrated experience in security management.
  • Demonstrated experience in proposal development and program design.
  • Demonstrated experience in grant management, with UNHCR, PRM, UNICEF preferred.
  • Experience in capacity building and developing new response local staff teams.
  • Experience in working with and coordinating with local authorities, the UN, donors, INGOs and other stakeholders.
  • Demonstrated experience in overseeing the establishment of support functions in NGO field office startups or scale-ups.
  • Demonstrable understanding of, and commitment to, humanitarian principles, humanitarian response work, and child protection standards.
  • Strong project management and organizational skills; results oriented and comfortable making decisions and taking appropriate risks.
  • Knowledge of humanitarian donor interests and requirements.
  • Demonstrable understanding of, and commitment to, equal opportunities for gender and diversity.
  • Ability to prioritize tasks.
  • Ability to represent the organization in a professional manner to donors, volunteers, and the public.
  • Ability to work collaboratively with others.
  • Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues.
  • Valid Passport.
  • Ability to support and follow code of conduct, program accountability, and safeguarding standards.
  • Excellent Written and Verbal Communication in English required.

Preferred, but not required.

  • Russian or Ukrainian language proficiency is desirable, but not required.
  • Masters or other professional health degree such as MPH, or relevant experience managing public health projects, but not required.
