The position will report directly to Jouri’s Founding Director and relevant Practice Leads. Specific tasks and areas include:

A. Set-up Phase and Initiation of Operations (60%)

  • Lead on the strategic planning for Jouri’s Ukraine expansion plans, closely supported by Research & Analysis Department
  • Develop a strategy for long-term operations in Ukraine, based on the current status of the conflict and projections for how it will develop, as part of an action plan that clearly distinguishes Jouri from other international organizations.
  • Leverage contacts in the region, leading on outreach and relationship development to develop Jouri’s access and identify potential entry points.
  • Provide clear legal advice, possibly in tandem with a legal consultant, to guide Jouri through the set-up phase of expansion.
  • Develop a team structure for the Ukraine Office, including identifying and building a network of researchers across the country, and support with recruitment efforts once legal permission for set-up has been granted.
  • Fulfil project roles as Project Director/Project Manager/ Project Coordinator on selected projects and as greed with Practice Leads.

B. Business Development* (40%)

  • Lead on identifying research, capacity-building, monitoring and evaluation projects across Ukraine, both through traditional routes as well as through leveraging contacts.
  • Collaborate with Head of Business Development, and the managing partner to drive the opportunity pipeline, including identifying bidding opportunities and advising on Go/No-Go decisions.
  • Monitoring and guiding the bidding process and strategy for success.
  • Develop Jouri’s reputation within local communities inside Ukraine by focusing on building connections, sharing expertise with Ukrainian NGOs, CSOs, CBOs and Initiatives. Introduce Jouri to civil society actors in Ukraine and collaborate on a plan for how to present Jouri’s experience in lieu of proposed capacity-building efforts, accompaniment and support.
  • Co-develop proposals with close support from Research and Analysis Unit.
  • Contribute ideas for privately commissioned research topics on Ukraine context.
  • Attend seminars, conferences, and events where appropriate, and meet with customers/clients face to face or over the phone.

*This is based on work being available and commissioned early in the working relationship. The vast majority of the role in the initial phase will be focused on set-up, building contacts and developing a team structure. Once this is complete, the duties will shift significantly towards long-term business development.

Knowledge and Experience

Essential Qualifications:

  • Humanitarian background with minimum 7 years’ experience in local and international organisations, including experience working with civil society organisations in conflict or post-conflict settings.
  • Project Management skills preferably as a team leader.
  • Strong knowledge of the Ukraine context, particularly the current humanitarian and civil society landscape.
  • Diverse range of contacts inside Ukraine, including humanitarian, civil society and volunteer networks.
  • Fluent in Ukrainian and English.
  • Experience with qualitative and quantitative research methodology (experience gained while pursuing academic qualifications can also be considered here).
  • Strong sense of responsibility, professionalism and thoroughness.
  • Ability to manage and work in a team in a remote management settings, including working with staff and partners from a wide range of backgrounds and cultures.

Desirable Knowledge, Experience and Skills:

  • Experience in issues related to peacebuilding, governance, social and economic development, intergroup relations, conflict resolution or violence prevention is considered an advantage.
  • Knowledge of at least one data analysis and statistic software programs (e.g. SPSS, STATA).
  • Knowledge of another local language in the region would be an asset.
  • Ideally from Ukraine and based inside the region, otherwise a willingness to re-locate would be desirable.
