Macfadden, an Amentum company, is seeking a Team Lead, Mid-Level to supervise junior and mid-level staff, providing administrative, programmatic, and operational support to USAID’s Bureau for Humanitarian Assistance (BHA) through the Humanitarian Assistance Support Contract (HASC).

This position is located in Washington, D.C. and is open to a hybrid office model.

USAID’s Bureau of Humanitarian Assistance (BHA) leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. Macfadden serves as an Institutional Support Contractor to USAID, where day-to-day work assignments and oversight are provided by BHA office directors, deputy office directors, or technical leads, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

The Mid-Level Team Lead will:

  • Report to a Senior Team Lead or Deputy Program Manager.
  • Work closely with other Macfadden team leads and PAE Recruiting.
  • Externally, work closely with client leadership within USAID/BHA, and serve as a key point of contact for one of BHA’s seven offices.
  • Oversee recruitment, time and attendance, training, scopes of work, performance, and other administrative requirements for unit staff embedded with client teams.
  • Collaborate with client and unit staff to develop staffing plans that fulfill client needs while providing growth opportunities for staff.
  • Handle all aspects of personnel management – recruitment, onboarding, orientation, staffing, performance reviews, etc.
  • Communicate regularly with senior team leads and deputy program managers, as well as BHA leadership, on issues related to administrative, programmatic, or operational support.
  • Conduct regular check-ins with unit staff and their client managers to evaluate staff workload and assess performance.
  • Create and regularly update written guidance and provide other support to ensure unit staff meet contract, BHA, and USAID requirements for travel, training, and other administrative processes.
  • Draft and edit the team’s quarterly reports and other contract-required deliverables.
  • Occasionally marshal unit staff across BHA offices or divisions in coordination with client leadership to respond to data calls, filing system updates, and similar requests.
  • Ensure all documentation for timesheets are properly prepared and compliant.
  • Provide staff supervision and ensure staff are compliant and adhering to government rules and regulations.
  • Maintain good communication and professional relationships with all colleagues and clients.

REQUIREMENTS

  • Must be able to obtain and maintain a minimum of a Facility Access Clearance (FAC) or Secret Security Clearance issued by the US Government for the duration of your employment on this contract.

Education:

  • Must have at least 6 years of directly related experience with a Master’s degree, 8 years of directly related experience with a Bachelor’s degree, or 10 years of directly related experience without a degree. Additional advanced degrees may be used to replace years of experience.

Experience:

  • Requires at least 1 year of team oversight, determining strategic objectives for a group, or other management experience.
  • Familiarity with BHA processes, such as award-making and award management, and USAID systems preferred but not required.

Skills:

  • Must possess excellent judgment and reliability.
  • Requires strong organizational skills and superior attention to detail.
  • Must possess excellent oral and written communication skills.
  • Must have strong working knowledge of Microsoft Office and Google Suite.
  • Must be able to multitask and work under deadlines in a fast-paced and collaborative environment.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
