Project Background

The MELS Activity serves as the USAID/South Sudan Mission’s primary mechanism for monitoring, evaluation, and learning and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); promote institutional memory; produce monitoring, evaluation, learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

Under MELS, the RASS Activity is being implemented in alignment with the USAID South Sudan strategic framework. The work aims at transitioning communities from humanitarian assistance to inclusive development assistance and economic growth. The broad objective of this mid-term evaluation is to conduct an in-depth assessment of the RASS Activity from October 2021 to September 2023. This exercise is expected to document emerging and achieved program results so far and generate insights to inform program implementation approaches as well as strategies for the RASS Activity. The evaluation will facilitate the identification and documentation of lessons learned, and best practices, with actionable recommendations on areas requiring improvement in the remaining project period to enable the attainment of desired project outcomes.

Scope of Work

Reporting to the Chief of Party, the Team Lead will be responsible for providing overall technical leadership and direction for the RASS activity and acting as the primary technical point of contact. The responsibilities include leading the desk review and co-creation process, serving as the primary author and presenter for the desk review, leading key interviews, overseeing the final report writing process, and acting as the primary technical point of contact for the project.

The Period of Performance for this position is March 20, 2024 to June 30, 2024 with an LOE of 69 days. This position requires one short-term trip to Juba, South Sudan.
