CORE believes the United States is a country founded by immigrants and refugees and the United States has a moral and legal obligation to provide protection to those seeking asylum. Additionally, welcoming and supporting asylum seekers can have several positive impacts on the country. It can support the integration of diverse communities, bring new talents and skills to the workforce, and promote a more inclusive and compassionate society. It also fulfills our international legal obligations as a signatory of the 1951 Refugee Convention. Denying asylum to those in need goes against our country’s principles of human rights and can cause harm to individuals and families.

With various humanitarian and other crisis globally, particularly south of the US border, there are expectations that those seeking asylum will continue to arrive at the US-Mexico border and will need assistance and support.

We require all employees to comply with our Mandatory Vaccination Policy. As a condition of employment individuals will be asked to provide proof of compliance to this policy.

CORE has worked on the US-Mexico border sporadically from 2016 in Tijuana, to 2022 in Del Rio, and in 2023 in Juarez/El Paso. These responses to acute needs have provided some operational insights, and CORE is now building emergency response teams to provide health and medical assessment and distribution of essential items to asylum seekers upon initial entry into the United States. CORE is looking for a Team Lead who can deploy to the US-Mexico border, primarily in California to lead assessment and response teams as assigned.

Responsibilities:
Team Lead will:

  • Coordinate with local government to ensure the proper delivery of goods and services to asylum seekers entering the US.
  • Coordinate with local government to ensure team safety as the first priority of deployment.
  • Meet with different internal stakeholders at CORE to learn about CORE’s work on the border.
  • Deploy to US-Mexico Border to lead response team.
  • Supervise Medical Assessment Team on the ground during deployments.
  • Manage response team of 3-5 people.
  • Liase with CORE Procurement team on provisioning of needed goods for response operations.
  • Direct procurement of goods when necessary.
  • Draft after action reports on each deployment.

Deliverables

  1. Networking contacts from INGOs, NGOs and local government.
  2. Provide weekly reports and/or as requested.
  3. Completed reporting after each deployment.
  4. Procurement plans for materials needed for emergency response.
  5. Notes from interviews, discussions, and coordination meetings.

Qualifications:
BA/BSc in humanitarian studies or similar fields or relevant practical experience, MA Preferred.
Medical training preferred.
CPR / First Aid Certified
Driver’s License

Experience:
A minimum of 5 years’ experience in the humanitarian response field in a leadership role.

Skills and Competencies:
Excellent written and spoken English and Spanish; good communication skills and convincing presenter; proven forward planning and strategic skills; strong public relations skills and network building; good training and facilitation skills; strong leadership skills in high-stress situations.
