Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aids to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards to the affected population by delivering humanitarian aid based on the needs.

OVERVIEW

Bahar is looking for a consultant with previous in-depth experience working as Organization Development Advisor or the level of Country Director / Executive Director. The Advisor will assess, evaluate, and develop the current Bahar policies and procedures, mainly related to Programmes and MEAL department with the possible involvement of other support department when need be.

CONSULTANCY START DATE: the preferred start date is approximately February 15, 2023.

LOCATION: Gaziantep, Turkey

TASKS AND RESPONSIBILITIES:

The major tasks, duties, and responsibilities performed by Systems Development Advisor are:

Tasks / Responsibilities

  1. Compile and develop Program Manual (SOPs, Processes, Policies, Procedures) applicable to Bahar’s diverse programming across the northern tier of Syria.
  2. Develop Funding Cycle SOPs from partner identification and vetting to proposal approval for use in Partnership development and enhancement.
  3. In collaboration with the MEAL function, develop a set of Theories of Change (ToC) applicable to the following:
    1. A program–wide ToC that guides the operationalization of Bahar’s mission and vision.
    2. A ToC for each technical sector that guides the planning, implementation, monitoring, and evaluation of programming and design of individual projects.
  4. Develop a Monitoring and Evaluation Plan for the existing organization–wide strategic plan.
  5. Conduct a review of recent proposals to assess the quality of presentation, technical quality, and clarity, and propose steps to improve Bahar’s competitiveness.

End results

  1. A completed manual covering the most critical elements of Program management & field operations.
  2. A completed portfolio of SOPs to guide Bahar’s approach to partnering and donor engagement.
  3. The ToCs communicate in a clear and concise manner Bahar’s commitment and approach at both overall programmatic and sectoral levels.
  4. The M&E plan enables leadership to assess progress and adjust as necessary.
  5. An objective analysis conducted documenting the type and quality of proposals, particularly in light of donor feedback, is completed, and recommendations submitted.

DELIVERABLES:

Deliverables

  1. Program Operations Manual that includes Policies, Procedures, Processes and SoPs required for quality of programming and compliance with donor and organizational requirements.
  2. A manual to guide the Funding Cycle in relation to partnership development and enhancement
  3. A complete set of ToCs at organization and sectoral levels that guide the strategic direction of programming development
  4. An M&E plan to monitor the organization’s progress in implementing its 2022-24 Strategic Plan
  5. A report documenting findings related to the quality of proposals based on Advisor’s expertise and documented donor feedback.

QUALIFICATIONS

Bahar is looking for someone with the following profile;

  • Demonstrated experience as a Country Director or equivalent in a complex emergency and high – risk context
  • Demonstrated evidence of building a strong office culture resulting in success and accountability in both programming and operations;
  • Demonstrated success in developing and implementing systems that provide both flexibility and accountability in meeting needs of beneficiaries, donors and other stakeholders;
  • Demonstrated success as a consultant in a variety of contexts that shows adaptability and sensitivity to local conditions where field staff operate; and
  • Ability to work well with leadership, management and staff of local organizations.
