We are seeking experienced Systems and Data Specialist to assist with our team’s implementation of USAID/Nepal’s Learning for Development (L4Dev) Contract in Kathmandu, Nepal. The contract is anticipated to start in July 2022. The Systems and Data Specialist is responsible for ensuring that program activities are using the best available techniques for data collection, management, analysis, and storage to enhance the value of data for collaboration, learning, and adapting activities.

  • Provide recommendations to the company, USAID, and stakeholders on strategies to best use high quality and timely data to facilitate evidence-based decision-making;
  • Collaborate with other program specialists to enhance the use of data in performance monitoring, data collection techniques, evaluation and assessment designs, knowledge management, collaboration, and learning;
  • Oversee data collection, management, and analysis projects, which may involve the development of scripts to improve efficiency of data cleaning and coding, workplans to aggregate and analyze disparate data, and strategies designed to ensure data is in the format required by USAID or the company;
  • Operate and sustain the program’s ability to monitor ingest, clean, archive, distribute data;
  • Build and maintain a program dashboard to provide stakeholders with regular updates on program activities;
  • Manage day-to-day duties of personnel responsible for data collection, management, analysis, and visualization;
  • Manage uploads of collected data to USAID’s Development Information System (DIS), Development Data Library (DDL), or other required system
  • Design guides and trainings for commercial and USAID-specific information systems, data management best practices, and data visualization/analysis
  • Advise on best practices for effectively using USAID-managed information systems and, as needed, provide guidance to implementing partners and other stakeholders
  • Work with local partners, implementing partners, and other stakeholders to develop data analysis and dissemination templates and plans;
  • Perform meta-analysis of data previously conducted by the company, USAID, the Government of Nepal, or other open sources;
  • Assist with the development of innovative in-person and remote data collection techniques;
  • Ensure that any collected GIS data is in the format required by the company or USAID;
  • Serve as a point of contact for one of the technical teams in the Mission;
  • Assist teams with use of data analysis and visualization tools such tableau or other as recommended by USAID; and
  • Create simple databases to house and analyze data;

  • A master’s degree or international equivalent or higher in computer sciences, information technology, mathematics or another relevant technical field;

  • Minimum of 7 years’ experience performing similar duties;

  • Strong analytical skills and problem-solving skills, including a demonstrated ability to effectively communicate strategies or plans to stakeholders and co-workers;

  • Proficiency and Experience with SQL, Python, SPSS, R, and STATA for scripting, automation, and analysis;

  • Working knowledge of software commonly used in data visualization activities, such as Tableau;

  • Experience with USAID’s Development Information System (DIS) or Development Data Library (DDL) preferred, but not required;

  • Experience with and/or knowledge of GIS based mapping and data management systems, Arcade, and associated shape files;

  • Ability to manage diverse program personnel within a cross-cultural context

  • Ability to manage and provide inputs on budgets, data collection and management, and program implementation

  • Fluency in English (Level 4 – Advance Professional Proficiency or higher)

  • High level of proficiency in Microsoft Office applications
