ABOUT THE MISSION…

The Amman office/Coordination office is managing the entire Syria mission and its operations in NWS from Azaz while NES base with two locations in Raqqa and Amuda. SOLIDARITÉS INTERNATIONAL provides access to drinking water, sanitation and hygiene (WASH) to displaced Syrians and their hosts. New intervention zones have since been progressively opened in the north-east of the country (Ar-Raqqah, Al-Hassakeh, and Der-Ez-Zor Governorates).

SOLIDARITÉS INTERNATIONAL adapted its strategy for the provision of water, sanitation and hygiene services, restoring water networks, with the aim of reducing and then stopping the supply of water by truck. In addition, SOLIDARITÉS INTERNATIONAL is now leading a major consortium of international actors involved in health, WASH, shelter, protection, livelihoods and emergency response activities in north-eastern Syria. This strategy was made possible by unique and unprecedented access conditions negotiated by SI in the intervention zones.

In north-western Syria, the situation remains drastic. SOLIDARITÉS INTERNATIONAL regularly witnesses new massive population displacements in Idlib province that threaten the survival of the affected populations. In the north of Idlib, SI is carrying out crucial humanitarian activities for these displaced people to meet their vital needs, especially access to water.

In the North-East, SOLIDARITÉS INTERNATIONAL is expanding its interventions to the Food Security and Livelihoods sectors to work towards greater resilience of the populations. Today, SOLIDARITÉS INTERNATIONAL and its partners are responding to both emergency and longer-term needs in north-western and north-eastern Syria.

  • Mission: size, bases, budget, number of expatriates and national staffs.

The mission counts 1 C&T Coordinator with two additional staff in the department. The C&T Manager is based in Amman while the archivist is based in Erbil office. The volunteer position would be based in Amman.

ABOUT THE JOB

General objective:

Goal/purpose: Under the supervision of the Conformity & Transparency Coordinator the volunteer will support the department in internal control reviews through performance of audit/compliance reviews. S/he participates in the identification and dissemination of SI internal procedures and roll out of best practices. S/he also:

  1. Support C&T Coordinator in the conduct of internal audits and compliance reviews for the mission
  2. Support the review of internal controls on supporting documentation
  3. Performing spot checks as assigned to the incumbent
  4. Follow-up with different departments for the coordination of prior recommendations,

Support capacity building for SI team in areas of fraud prevention, internal controls, external audit findings etc.

Responsibilities and main activities:

Internal control

  • Performs a systematic compliance review of the selected projects,
  • Support the compliance review of supporting documents submitted by an implementing partner,
  • Support the C&T Coordinator by ensuring that the recommendations from internal audit, external audits, spot checks, investigations etc. are followed-up and implemented.
  • If requested, providing support to C&T Coordinator for any investigation related matters, ensuring strict confidentiality.

External audit:

  • If required, systematically carry out a pre-audit of all or sampled expenses documentation,
  • If required, participate to the kick-off and closing meetings of external audits.

Dissemination of good practices

  • Participate in project kick-off and closing meetings focusing on project archiving plan.
  • Participate to the dissemination of the whistle blowing policy, code of conduct and anti-fraud policy.
  • Assist the C&T department in ensuring compliance with donor regulations.

YOUR PROFILE

Specific skills and experience:

Education:

Specific degree Agricultural sector and development

Bachelor degree in a field related to Project Management, Development studies, International relations or equivalent

Experience*:*

  • Previous experience with SI being a plus.
  • Experience in a volatile security context highly appreciated
  • Strong computer skills essential
  • Experience in communication with communities and implementation of accountability mechanisms
  • Data analysis (quantitative and qualitative)

Soft skills:

  • Respect/compliance of security rules;
  • Flexibility and ability to adapt to cultural habits;
  • Adaptability towards changing work environment and possible volatile security situation;
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;
  • Team player, capacity to give a positive dynamic
  • Problem solving capacities
  • Acceptance towards being challenged by skilled national staff

Language:

Excellent English skills (written, spoken and read) is mandatory

To speak Levantine Arabic and/or French would be an asset

A salaried post:
A salaried position

According to experience, starting from EUR 880 gross per month (base salary EUR 800 + 10% annual leave allowance paid monthly) + a monthly Per Diem of USD 785.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The position is based in Amman, where living conditions are very good. Office and GHs are high standard, and Amman is a safe place to live in.

The position is not expected to have travel to bases and will be entirely based in Amman.
