ABOUT OUR MISSION…

SOLIDARITES INTERNATIONAL (SI)is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

Solidarites International (SI) has been working in Syria since 2012. The mission counts about 230 national staff, more than 40 expatriates, and has a 25 million USD budget forecasted for 2021. There are 3 implementing offices in Syria (2 in North East Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman – Jordan.

The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict. NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations.

Syria mission is dedicated to work in challenging context to provide lifesaving activities to the population affected by the conflict. A turn from lifesaving activities to more post-emergency/development has also been undertaken.

ABOUT THE JOB

General objectives:

Proposal Development

Under the supervision of the Partnership and Grants Coordinator: Coordinates and monitors the planning for concept notes, proposals.
Follows up with departments on relevant submission documents.
Act as main focal point between HQ and the mission on proposal submission
Contribute to addressing donor comments on proposals and liaise with relevant staff at HQ and mission level.

Grant Management

Acts as focal point for assigned grants.
Compiles contributions from relevant departments and implementing partners and drafts high quality concept notes and proposals. Reviews, proofreads and finalizes proposal narratives before submission to HQ, checking compliance with internal and donor requirements in close consultation with the coordinator.
Finalizes interim and final narrative and financial reports (as needed) before submission to HQ or donor.
Contributes to reviewing terms and conditions with donors or prime recipients before signature.
Facilitates kick-off meetings to disseminate contractual obligations to all relevant staff.
Coordinates and facilitates grant amendment requests.
Facilitates grant review and pre-closure meetings.
File contractual project documents properly for better document management
Ensure partner follow up on relevant grants, including monthly contractual obligations and progress updates.
Ensure adhoc requests by donors are addressed in liaison with coordination and the field.

Donor Relations and external communication

Contribute to the CD/DCD’s representation with donors by providing briefing papers and accompanying meetings as requested.
Supports the Grant Coordinator and the Reporting/Communication Officer in providing content (articles, pictures) to donors and to HQ communication department.
When requested, support the development of communication materials (by the Reporting and Communication Officer) targeting donors and other external partners.

Internal communication

Facilitate interdepartmental communication and information sharing from the field to coordination level
Keep HQ updated on latest developments, opportunities and challenges at mission level

Compliance

Provides support to staff on donor accountability and procedures.
Works closely with all relevant departments to proactively and regularly monitor programmatic compliance in accordance with donor requirements (progress against indicators, project schedule, facilitate project review meetings).
Monitors and disseminates deadlines for reporting, proposals and audits to all relevant staff.
When SI works with implementing partners the Grant Manager may provide input and support for sub-award agreements and the vetting process in close collaboration with the coordinator.

YOUR PROFILE

Specific skills and experience:

Minimum 2 years of experience managing humanitarian grants, especially USAID/BHA, ECHO and UNOCHA.
Experience developing proposals with rigorous requirements and tight deadlines;
Ability to work independently and meet deadlines with minimal supervision.
Excellent organizational skills: the ability to multi-task, learn quickly, and work independently in a fast-paced
Excellent interpersonal and communication skills: the ability to effectively liaise with a variety of people in a multi-cultural environment and across various time zones
Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members
Good stress management
Prior experience in Middle East an asset

Language

To speak Levantine Arabic and/or French would be an asset
Excellent English skills (written, spoken and read) is mandatory

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1980 euros gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 785 USD

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation:During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by Solidarités International). To these break periods, one additional rest day per month worked is granted.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Individual, comfortable room in the guesthouse, with electricity 24/7.
Internet and Phone network available
Restaurants and international food are available

Living conditions in Amman are very good with an easy access to a wide range of restaurants, cafes…

Security risks are low, and restrictions are very limited.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
