ABOUT THE MISSION

SOLIDARITES INTERNATIONAL (SI) has been working in Syria since 2012. The mission employs nearly 300 national staff, and more than 40 expatriates, and has a 25 million EUR budget forecasted for 2021. There are 3 implementing offices in Syria (2 in North East Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman – Jordan. NorthWest Syria (NWS) programs are remotely managed from Amman

Si has been an active humanitarian actor in NWS for over 9 years, working predominately in northern Aleppo ( Azaz, Souran, Al bab and Jarablous) in the WASH and RRM sectors. SI office, located in Souran , is the major base office in NWS with a staff of over 65 people providing assistance to more than 150,000 beneficiaries in 61 camps, and a newly established office in Idlib

As part of the evolving strategy of SI, to cover more areas and different programs, SI has opened a new office in Idlib to help implementing its new programs in Shelter and WASH in the area.

In addition to SI being a prominent and widely recognized WASH actor, SI is now bringing its expertise in to the Shelter sector where it will implement new shelter projects in the area, including designing and building new dignified housing units.

SI will be looking into opportunities to start an FSL programs in NWS pending funding availabilities.

The challenges in NWS will include a possible reduction of funding for NWS and the closure of Bab AL Hawa crossing point in the case of a Russian Veto on the UNSCR which will discontinue funding through UN agencies and the stoppage of clusters coordination. Another challenge would be finding ways to integrate and inter-connect sectoral responses, in order to provide a holistic response to different vulnerabilities at stake and different populations, whether they are hosts, returnees, or displaced, urban or rural communities.

ABOUT THE JOB

General objective:

The Deputy Field Coordinator for Programs (DFC-P) will manage and support the Project Managers for the implementation of SI’s intervention and projects, will ensure the relevance of the activities implemented in line with SI annual country strategy, and will propose new interventions in line with both this strategy and the evolution of the humanitarian situation in the area. The DFCO will pay specific attention to the development of innovative approaches and integrated strategies. The DFCO will help the FC to represent SI programs to partners and stakeholders

The main challenges:

Security inside NWS is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.

Priorities for the 2/3 first months:

  • Ensure coordination with partners from programmatic aspects, ensures smooth and
  • Support the FSL sector viability
  • Support newly approved Shelter Projects.
  • Drive lessons learnt/capitalization exercises for FS and LLH/ERMS

Responsibilities and main activities:

  • Ensure that the operations comply with the multi-annual program strategy and are consistent with SI policy and population’s needs, in close coordination with the Field Coordinator
  • In coordination with the Deputy Country Director for Programs, ensure that all programs are implemented in compliance with the SI technical standards and donor guidelines.
  • List and summarize SI and other actors’ intervention methodologies, approaches and experience
  • In close coordination with the MEAL department, ensure clear programs’ monitoring systems are in place; quality, transparency and accountability are maintained throughout all phases of programs’ implementations
  • Ensure that quality criteria and indicators are monitored and lead to decision making: adjustment of activities or result shifts according to the evolution of the context
  • Ensure that the programs evaluations’ recommendations are taken into consideration and that corrective measures are put in place
  • Update and disseminate procedures, guides and tools, in particular program implementation, monitoring and evaluation tools
  • Coordinate internal and external program evaluations.
  • Ensure the quality framework of the projects is respected
  • Ensure coordination with partners
  • Strengthen the integrated approaches/synergies initiated within the components of SI intervention, and the new sectors recently or soon to be opened
  • Launch technical assessments to reinforce the strategy including in FSL (Agriculture Support/LLH) and sustain the programs
  • Access challenges: Field visits from Mission to base is not always possible, however SI maintains good relations with Turkish authorities that sometimes allow expats to visit.
  • Ensure coherence and synergies of various projects
  • Ensure programmatic internal and external coordination
  • Lead the construction and writing of new project proposals / amendments in close collaboration with the with the Deputy Country Director for Programs and the Grant Manager/Reporting and Communication Officer
  • Oversee and coordinate the activities of the different projects among PMs
  • Harmonize practices, tools and activities across different zones and projects
  • Develop the capacity of the Program Managers, deepen understanding of their roles
  • Initiate and lead programs workshops if necessary and carry-on day-to-day capacity building

YOUR PROFILE

Specific skills and experience:

  • A degree related to International Relations and/or Project Management would be an advantage.
  • A background in FSL would be an advantage.
  • A minimum of 4 years of field experience in humanitarian relief and/or development programs.
  • Previous experience in managing an expatriate team is highly appreciated.
  • Previous experience in coordination and representation is a must.
  • Previous experience in challenging, insecure areas is a must.
  • Previous experience in the Middle East is appreciated.
  • Previous experience in proposal and report writing is a must.
  • A previous experience in RRM is an advantage.
  • A previous experience in FSL is an advantage.
  • Excellent communication skills in both written and verbal English
  • Good computer skills (Excel, Word, Google Earth)

Soft skills:

  • Excellent organizational skills: the ability to multi-task, learn quickly, and work independently in a fast-paced
  • Excellent interpersonal and communication skills: the ability to effectively liaise with a variety of people in a multi-cultural environment and across various time zones
  • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members
  • Good stress management
  • A good listener with very well developed diplomatic skills

Language:

Excellent English skills (written, spoken and read) is mandatory

To speak Levantine Arabic and/or French would be an asset

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 2200 euros gross per month + 10% annual leave allowance paid monthly and a monthly Per Diem of 785 USD

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract**.**

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The position is based in Amman, where living conditions are very good. Office and GHs are high standard.

When traveling to Turkey and NWS, the team is accommodated in hotel (usually in Killis, could also be in Antalya, Gaziantep or Ankara depending on the visit objective). The hotel offers comfortable living and working conditions

Turkey (Gaziantep and Killis) are totally safe without curfew or restriction of movement. Northern Aleppo countryside is volatile and unstable.
