ABOUT THE MISSION

Desired start date: 01/06/2022

Duration of the mission: 6 months

Location: Raqqa

In Northeast Syria (NES), SI works in two areas. Raqqa Governorate is one of these two, with a dedicated base to implement large amount of activities and program, developed over the last 4 years. Indeed, the strategy has evolved to keep up with the new needs and best respond to the vulnerabilities of the area. The problem of displaced people in informal camps remains significant, and SI has been and remains an actor in the response to IDPs, mainly covering the WASH needs (16 camps, 40,000 people). SI has also considered the importance of working on the rehabilitation of basic infrastructures, notably water stations largely damaged during the conflict located in Raqqa and in the countryside of the Governorate (REHAB department), as well as the rehabilitation of houses in Raqqa city, in the neighborhoods most impacted by the bombings (Shelter department). Rehabilitation in support of the reconstruction has also been directed to schools, in urban and rural areas (Shelter department) and recently enlarged to public parks to restore safe places and social cohesion. Through a referral system with health/protection partners, SI also intervenes on the most vulnerable households by granting these families – often displaced, returned and/or economically weakened-, cash assistance to cover their multiple needs. A new sector recently developed reinforces the objective to work on early recovery and market system to help people restore their business or start a professional life (MPCA-ERMS department). In parallel to this Livelihood thematic, SI has also recently developed food security/agricultural support activities in order to contribute to the restoration of agricultural capacities, a key sector in the Raqqa area (FSL department). In a holistic approach, the Rehab department invests not only in drinking water infrastructures but also in the rehabilitation of infrastructures of the irrigated area of the Raqqa countryside to support the efforts on the problematic related to agriculture. The Raqqa base has thus moved from an emergency intervention to a strategy combining response to basic needs, early recovery and stabilization (large-scale projects close to development).

The challenges focus on continuing efforts to integrate and inter-connect its sectoral responses, in order to provide a holistic response to different vulnerabilities at stake and different populations, whether they are hosts, returnees, or displaced, urban or rural communities.

There are 3 implementing bases in Syria, 2 located in NES, with the coordination in Amman. The total financial volume of the mission 25 million EUR (ongoing grants, signed contracts, forecasted). The mission will reach a number of 40 expatriates and 340 national employees. Raqqa Base represents 12 million EUR (ongoing grants, signed contracts, forecasted). The base counts 7 expats and 100 national employees.

ABOUT THE JOB

General objective:

  • Ensure the quality framework of the projects is respected
  • Ensure coordination with partners
  • Strengthen the integrated approaches/synergies initiated within the components of SI intervention, and the new sectors recently opened
  • Launch technical assessments to reinforce the strategy including in FSL (Agriculture Support/LLH) and sustain the programs

The main challenges:

  • One of the main challenge is related to management as the Raqqa programmatic strategy is dense with a large number of sectors and voluminous grants
  • Ensure coherence and synergies of various projects
  • Ensure programmatic internal and external coordination

Priorities for the 2/3 first months:

  • Ensure coordination with other consortium partners in view of the new LEARN, as well as for potential opportunities (Nutrition/FSL/WASH as an example)
  • Support the WASH Market Base Program’s viability
  • Drive lessons learnt/capitalization exercises for FS and LLH/ERMS

YOUR PROFILE

Specific skills and experience:

Diploma/education:

  • A degree related to International Relations and/or Project Management would be an advantage.
  • A background in FSL would be an advantage.

Previous experience:

  • A minimum of 4 years of field experience in humanitarian relief and/or development programs.
  • Previous experience in managing an expatriate team is highly appreciated.
  • Previous experience in coordination and representation is a must.
  • Previous experience in challenging, insecure areas is a must.
  • Previous experience in the Middle East is appreciated.
  • Previous experience in proposal and report writing is a must.
  • A previous experience in RRM is an advantage.
  • A previous experience in FSL is an advantage.

Skills:

  • Excellent communication skills in both written and verbal English
  • Good computer skills (Excel, Word, Google Earth)
  • A good listener with very well developed diplomatic skills
  • Flexible and resourceful
  • Solution-oriented management

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2420 euros gross per month (2200 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 USD

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract**.**

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The candidate will be based in Raqqa. Raqqa requires quite strict security rules, but with some opportunities to socialize, go out. Living conditions are comfortable although the compound is not so large and therefore does not offer the privacy that some might need. The candidate will have his own room, and well-equipped common areas.
