SOLIDARITES INTERNATIONAL (SI) has been working in Syria since 2012.

The mission employs approx. 350 staff, and has an approx. EUR 25 million EUR budget for 2022.

There are 3 implementing field bases in Syria (2 in Northeast Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman – Jordan.

The Syria mission is dedicated to work in challenging contexts to provide lifesaving activities to the population affected by the conflict. A turn from lifesaving activities to more post-emergency/development has also been undertaken.

More specifically:

  • NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict.
  • NWS programs provide WASH and NFI/Winterization support to affected populations.

The mission counts 1 C&T Coordinator with two additional staff in the department. The C&T Manager is based in Amman while the archivist is based in Erbil office. The volunteer position would be based in Amman.

ABOUT THE JOB

General objectives:

  • Contributes to the success of external financial audits
  • Performs internal financial pre-audits to assess the risk level of projects
  • Is the main contact for headquarters regarding external audits and preparatory documents
  • Carries out internal organizational audit missions in the field
  • Participates in mission risk management
  • Participates in the implementation of internal procedures that best respond to donor requests
  • Act as in country focal point for prevention and treatment of abusive behaviors
  • Contributes to the retrieval of the missions’ physical and digital archives as well as their processing and analysis.
  • Participates in training and raising awareness of SOLIDARITES INTERNATIONAL’s internal procedures and tools,
  • Act as a link for the audit department at Head Quarters regarding External audit, Internal audit and Recommendations Follow-up.

Specific stakes and challenges:

  • Syria mission is the biggest mission within Solidarites International and therefore there are lot of priorities to deal with at the same time,
  • SI Syria has a wide range of grants and to have adequate cover of internal audits for each grant requires dedication and work-load,
  • Capacity to handle multiple tasks and manage the team and assign tasks. Supervision of the team to adequately retain the quality of work,
  • Capacity to lead internal investigations efficiently despite other planned activities
  • Design and develop tools and procedures for the internal audit department,
  • Creating a culture of risk management by awareness raising within the mission,
  • External audit management with particular focus on review or supervision for the review of documents as part of external audit,
  • Responding to mission and base queries with respect to compliance and internal controls,
  • Keeping a close liaison with the base offices in Syria mission.

Priorities for the first 2/3 months:

  • Focusing on understanding the operations within Syria missions including key SI interventions, areas of interventions, donors, policies and procedures, organizational structure etc.
  • Understanding the key challenges and risks at the Syria mission level including those at the field office level,
  • Discussion/reading for the Conformity and Transparency department including what work has already been done and what priorities are there for the C&T team,
  • Understanding how the C&T department can play its role for achievement of organizational objectives,
  • Shadowing HQ to get briefing on various developments at HQ and mission level relevant for C&T department,
  • Developing knowledge on the work plan of C&T department and its implementation,
  • Conducting field visit to meet and understand the field operations.

Academic background

  • University degree in audit, finance, Law, Social Sciences or equivalent.

Experience and technical skills

  • Minimum of five years of experience in a managerial/coordination role
  • previous INGO experience a must
  • proven ability to review accounting records.
  • Advanced knowledge of donor’s guidelines including BHA, ECHO, OCHA etc.
  • proficiency in Excel
  • familiarity with accounting software.
  • A good knowledge of internal controls and risk management is required.

+ Experience and / or knowledge of the Syrian crisis is a major asset.

+ Experience with SI is a major asset.

Soft skills & personality

  • Communication and negotiation skills are essential for the position
  • ability to analyze complex information
  • communicate effectively to different audiences are also necessary.

+ Commitment to the international humanitarian principles.

Language

  • Excellent English
  • Arabic language skills are a plus

SI WILL OFFER YOU

A salaried position According to experience, starting from EUR 2 640 gross / per month (2400 base salary + 10% annual leave allowance, paid monthly); and a Per Diem of USD 785 / per month. SI covers both the accommodation costs and travel expenses between the expatriate’s residency and the field.

Living conditions

Living conditions in Amman are very good with access to a wide range of restaurants, cafes… Most products (food, clothing…) are easily accessible in Amman. Security risks are extremely low and restrictions are very limited.

However, on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.

Breaks During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months.

SI provides a USD 850 break allowance.

For example, for a one-year assignment, the expatriate will have 7 working days off at 3, 6 and 9 months.

In addition to these, SI adds 1 additional monthly rest day / per month of work, i.e. 12 additional days off for a one-year contract.

Medical insurances Expatriates benefit from an insurance package, which includes all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks.

Essential vaccination and antimalarial treatment costs are refunded.
