ABOUT THE MISSION

Solidarites International (SI) has been working in Syria since 2012. The mission counts about 230 national staff, more than 40 expatriates, and has a 25 million EUR budget forecasted for 2021. There are 3 implementing offices in Syria (2 in North East Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman – Jordan.

The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict.

Syria mission is dedicated to work in areas recently opened and in challenging contexts. A turn from lifesaving activities to more post-emergency/development has also been undertaken.

There are 9 expatriates and 82 national employees on the base and main current activities are related to:

  • Wash (water distribution and rehabilitation, latrines and showers, waste management, hygiene promotion) in IDP settlements
  • Distribution of essential in kind NFI and cash (wash, shelter, winterization) for vulnerable populations.
  • The program includes as well a great part of more “durable” activities as Water stations and network rehabilitations and institutional rehabilitations (hospitals, schools).

Additionally, SI has a contingency and capacity to respond to emergencies in all NES and has been responding to the COVID-19 crisis (some specifically dedicated grants are ongoing).

SI is now looking to develop Food Security & Livelihoods (FSL) activities in Hassake Governorate.

ABOUT THE JOB

General objectives:

Under the line management of the Field Coordinator, with the technical support of Deputy Country Director for Programmes & the Food Security & Livelihoods Coordinator and in close collaboration with support departments and the MEAL Manager, and in coordination with other PMs, the position holder will be responsible for:

  • Setting up and implementing the project in the area of intervention as per project proposal (elaborate the Standard Operation Procedures for the project, identification of beneficiaries, identification of project locations, undertake market assessments and participate to multi-sector assessments, ensure distribution of hygiene kits, winterization assistance and Multi-Purpose Cash Assistance)
  • Ensuring the continuous monitoring of the project is implemented and recommendations applied, in close collaboration with MEAL Manager;
  • Building the capacity of key staff members
  • Coordinating with any relevant stakeholders internally and externally (including representation as per Field Coordinator’s delegation of authority)
  • Appropriately reporting on the project progress, issues met and solutions
  • Implementing and achieving the objectives defined in the operation proposals.
  • Guaranteeing the quality of the distributions, and, where appropriate, proposes adjustments or developments to ensure relevance.
  • Developing the capacity within the team
  • Participating in the development of the FSL strategy in the governorate

Specific tasks and challenges

  • Access conditions can be erratic and it is paramount that field-based staff members are appropriately managed and trained to act according to potential international staff access constraints
  • Plan and oversee the implementation of distributions, both on time and within the set technical specifications
  • Understand clearly the local authorities’ structure in order to ensure safe access to activities through a good coordination with them

Priorities for the 2/3 first months:

  • Develop and lead, in close collaboration with the Field Coordinator and the MEAL team, the workplan to create a FSL strategy at field level
  • Implement project processes and tools (including MEAL), coordinating with other PMs, support teams and coordination.
  • Identify gaps and optimize space in the warehouse and kits distribution
  • Reorganize and build capacity of the distribution team.
  • Develop SOPs in collaboration with Raqqa base for targeted Multi-Purpose Cash Assistance based on referrals activity
  • Start developing intervention strategy for the LEARN phase 3 project that will start on the 1st of October 2021

YOUR PROFILE

Education:

  • Bachelor degree in a field related to Project Management, Development studies, Economics, Social science, – Political sciences, International relations or equivalent
  • Education or training in data management and/or data analysis is desirable

Experience:

  • At least 2 years of direct experience in FSL programming; Strong analytical and organizational skills
  • Experience in HR management
  • Experience in a volatile security context highly appreciated

Technical skills

  • Capacity to represent the NGO towards various range of stakeholders (authorities, local leaders, NGOs, etc.)
  • Rigorous and methodological approach to project management

Soft skills and spirit:

  • Respect/compliance of security rules;
  • Flexibility and ability to adapt to cultural habits;
  • Adaptability towards changing work environment and possible volatile security situation;
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;
  • Good interpersonal and diplomacy skills
  • Appetite for coordination and networking
  • Experience in delivering training and staff capacity building
  • Team player, capacity to give a positive dynamic
  • Problem solving capacities

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 1980 euros gross per month) and valorization according to experience (+100€/year of humanitarian experience on an equivalent position and +50€/year of humanitarian experience on a non-equivalent position)

and a monthly Per Diem of 700 USD.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.**

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The candidate will be based in North East Syria and share his/her time between Amuda – her/his main location/guesthouse and the other bases/guesthouse to allow closer proximity to the sites of project implementation.

In Amuda base, living conditions are comfortable with some opportunities and places to socialize. In the operational bases, living conditions are more basic with less opportunities and places to socialize, as well as some individual movements’ restrictions.
