Context

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Deputy Chief of Mission (DCoM), in coordination with department heads, project managers, and relevant Units at Headquarters (HQs)/Regional Office (ROs) for Middle East and North Africa (MENA) in Cairo and Amman, the Senior Migration Health Coordinator will be responsible for the development and implementation of the Migration Health Strategy and management of the Migration Health Division in Iraq.

  • Coordinate and supervise the overall management and administration of all IOM’s migration health programmes in IOM Iraq. Exercise administrative, operational and financial management responsibility for relevant projects. Provide strategic and technical guidance for emergency health programming and health system strengthening activities, to ensure quality control and assurance and compliance with global health standards.
  • Develop, ensure resource mobilization for, prepare, implement and manage health projects and programmes ensuring that they are:
  • consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies;
  • coherent, relevant, and feasible, and consider good practices in the area of migration health; c. developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs). 3. Develop and implement the Migration Health strategy for IOM Iraq in coordination with the Regional Migration Health Specialist and Regional Health Assessment Programmes (HAP) Coordinator and identify new health programme/project possibilities consistent with expressed Government needs and IOM’s mandate and strategy in Iraq;.
  • Organize and supervise the migration health assessment processes as necessary. Ensure migrants can travel safely with dignity, and adequate referral mechanisms before travel and upon arrival are in place.
  • Assess and monitor health projects, specifically aimed at increasing effectiveness, take specific actions, and develop evaluation protocols. Actively contribute to regional migration health related programme analysis and presentations by presenting activities, achievements, new projects, problems encountered and pertinent developments.

Manage clinical and non-clinical IOM Migration Health staff to ensure continuous provision of quality migration health services throughout IOM’s multiple mobile clinics and other health services; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Inform in due time the CoM and the IOM Ethics Committee of any issues regarding staff misconduct. Develop and ensure the delivery of training for staff and implementing partners as agreed with the management and deemed necessary/requested by the implementing partners and staff.

  • Lead the liaison with the Iraqi Government’s Ministry of Health on IOM’s Migration Health role and positioning in Iraq on all relevant health related matters, and coordinate with strategic stakeholders when necessary.
  • Develop, strengthen and expand partnerships with the Ministry of Health, World Health Organization (WHO) Country Office and other relevant UN and NGOs and parties, including local NGOs/CBOs to develop a migrant health agenda at country level (including through the development of Memorandum of Understandings (MOUs) at country level). 8. Provide periodic technical updates of all IOM Iraq health activities and documentation/ dissemination of best practice materials in coordination with relevant stakeholders at regional and HQ level.
  • Guide IOM in engaging and/or coordinating with country Humanitarian and Health Sector Coordination mechanisms on IOM’s emergency preparedness and humanitarian responses and take a leading role in linking Health Sector with other IOM-led sectoral activities. 10. Ensure close collaboration with IOM’s other units in the country, such as Community Stabilization, Returns and Recovery, Protection, Displacement Tracking Matrix and others, to Page 2 / 5integrate and mainstream health into project proposals, tools and strategies where relevant and possible.
  • Liaise with external service providers in coordination with the Senior Resources Management Officer (SRMO), the Chief of Mission and Programme Support Coordinator. To the extent possible, exercise quality control over outsourced services and take corrective measures if necessary.
  • Oversee the resource deployment, activation, implementation, reporting and evaluation of the health-related programmes including budget expenditure and ensuring that key performance indicators are met in a timely manner.
  • Perform such other duties as may be assigned.

Required Qualifications And Experience

Education

  • Master’s Degree in Medicine, Nursing, Public Health or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above field with at least nine years of relevant professional experience;
  • An additional qualification in clinical medicine, tropical medicine, maternal and child health or public health an advantage.

Experience

  • Experience at an international level, preferably involving migration health issues;
  • Experience in managing significant and complex emergency health programmes;
  • Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments;
  • Experience in administering medical evacuations;
  • Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society;
  • Proven experience in communicating scientifically to specialized audiences. Skills
  • Proven capacity and vision to develop and implement programmes in migration and health;
  • Knowledge of monitoring and evaluation;
  • Superior reporting and writing skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
