Based in Qatar – 4 month contract

 

 

 

Job Summary

Job holder will contribute to the delivery of an amazing 2022 FIFA World Cup™ that meets best practice in promoting Workers’ Welfare (WW) while supporting human and social development in Qatar.

 

He/she will support the Compliance & Enforcement function to ensure that contractors and subcontractors to the Supreme Committee for Delivery & Legacy (SC) are complying with the requirements of the SC’s Workers’ Welfare Standards (WW Standards).

 

Key Responsibilities

• Ensure effective execution of the WW Standards and their associated policies and protocols throughout the SC programme.

• Ensure WW requirements are incorporated into the SC tender documentation, in collaboration with the SC Procurement & Contracts (P&C), Legal & Compliance (L&C), and Technical Delivery Office (TDO).

• Participate in pre and post tender evaluations for SC projects to ensure incorporation of WW elements, including conducting technical evaluations of bidder submissions in coordination with P&C and TDO; conducting tenderer briefings; and undertaking tender inspections.

• Play a pivotal role in pre-Subcontractor approval process by conducting audits and inspections and coordinating the findings with P&C, L&C and TDO.

• Play a leading role in investigations with respect to complaints received on grievance redressal mechanisms, such as the dedicated Hotline etc.

• Facilitate in furnishing memos/ reports on a timely basis to external regulatory bodies (e.g. Ministry of Administrative Development, Labour & Social Affairs – MOADLSA), or internal departments (e.g. Technical Delivery Office or Legal & Compliance) for enforcement actions against major non-compliances.

• Ensure corrective action plans and procedures for areas of non-compliance are executed efficiently and effectively as planned.

• Assist in the Contractor penalty calculation process and provide recommendations.

• Manage the update of the SC WW Standards as and when required.

• Manage the activities of the Third Party Monitor and ensure achievement of targets.

• Attend the WW Forums (WWF) and Project WW Forums (PWWF) as required.

• Ensure compliance of Contractors with the required monthly submissions, review monthly Contractor self-audit submissions, and report any deviations.

• Contribute to the development of the SC’s Progress Reports.

• Provide input in the development of weekly, monthly and quarterly Compliance & Audits reports

• Represent WW at various forums and meetings.

• Perform any other duties assigned by the Compliance & Audits Senior Manager as relevant to the job

• Ensure the assigned responsibilities are delivered:

- to a high standard of quality and timeliness

- in full compliance with the SC Quality Policy and the Safety and Security rules and requirements

- in line with any standards and objectives designated in the Employee Performance Management system

 

 

 

Qualifications, experience and skills

 

Education and certifications

• Bachelor degree in a relevant field

• Post graduate certification in Audit/Compliance is desirable (e.g. SA8000 Certification, ISO 26000, HSE Accreditation, or Certified Internal Auditor)

• Must possess valid Qatar drivers’ licence

• Computing skills

 

Experience and skills

• Minimum 15 years experience. Minimum 4 years hands-on experience in governance, compliance and enforcement preferably in the construction or infrastructure industry.

• Minimum 8 years auditing/inspecting experience preferably in the construction industry i.e. site audits, ethical recruitment and accommodation inspections.

• Experience in the tendering process and contract management in the construction industry is preferable

• Knowledge of language(s) spoken by blue-collar workers is desirable (English, Arabic, Tagalog, Hindi, Malayalam, Nepalese, Urdu).

• Experience in audit and inspection report writing.

• Experience working with NGOs preferably in WW issues.

• Excellent knowledge of local, regional and international regulatory policy issues and emerging policies related to human rights, and affecting large-scale construction projects is an advantage.

• Experience in stakeholder engagement.

• Knowledge of the HR Law and Labour Law in the State of Qatar.

• Previous experience of working in the region and knowledge of local culture.

• An excellent leader and team player.

• A positive attitude, patience and persistence, especially when dealing with various internal and external stakeholders.
