The FRC opened a Delegation in Maputo in 2021, with a field base in Quelimane (Zambezia Province) in order to implement an ECODRR project in Zambezia province, in partnership with the Mozambique Red Cross (Cruz Vermelha de Moçambique – CVM) and funded by the French Development Agency (AFD). The FRC response is focusing on 3 main priorities: 1- Strengthening community resilience by using a river basin approach (Zambezi Delta) for disaster risk reduction 2- Strengthening CVM capacities – particularly at Quelimane branch level – in disaster preparedness and response in order to provide effective and timely support to the community 3- Strengthening the capacities of DRM stakeholders in the Zambezi Delta to better coordinate, prepare, and respond to disaster. In the field, the French Red Cross (FRC) will coordinate with all Red Cross and other DRM entities in Mozambique to bridge gaps identified in terms of disaster risk management and adaptation to climate change, while building on existing capacities and expertise and developing synergies, including with non-RC partners.

2. JOB PURPOSE: Reporting to the Head of Delegation, the Support Coordinator ensures sound administrative, HR, financial and logistical management of the Delegation and participates in applying and implementing FRC and funding agencies’ procedures as well as in supporting and building the capacity of the National Society.

RESPONSIBILITIES: I – HR, administrative and financial responsibilities: I-A. Administrative management of the Delegation’s national and expatriate human resources in partnership with Mozambique Red Cross (CVM) I-B. Financial management of the Delegation I-C. Accounting and cash management of the Delegation I-D. Internal and external reporting

I-E. Team supervision I-F. Supervision and capacity building of national and National Society staff II – Logistics responsibilities: II – A. Supply chain management II – B. Management and maintenance of equipment II – C. Renovations/buildings II – D. Safety management role

Chain of hierarchy – Reporting directly to the Head of Delegation – Responsible for the Delegation’s administrative and logistics team (managing directly 2 admin- finance officers and 2 logisticians based in Maputo and the Quelimane base, and 2 drivers indirectly as they are managed directly by the logisticians) Operational guidelines The Support Coordinator works in close cooperation with the project manager and administrative, financial, and logistical referents from FRC’s head office.

JOB REQUIREMENTS Your profile:

– Education/Training in international solidarity management or administrative and financial management or logistics management – Mandatory: minimum 2 years’ experience in the support management (especially in Finance) of an international solidarity mission or project – Experience in team management and partnership relations in the framework of international solidarity projects – Optional: Knowledge of funding agency procedures such as those of the French Development Agency and the EU – Optional: Experience as part of a French Red Cross mission – Fluency in English (oral and written) is essential – Strong IT skills (Excel) and SAGA – Driving licence – Fluency/capacity in Portuguese and/or Spanish would be a plus
