The mission of the French Red Cross (FRC) is to help people in difficulty in France and abroad. In France, it leads and initiates solidarity actions, child protection, fight against loneliness of seniors and against violence. As an auxiliary to the public authorities, the French Red Cross intervenes during natural disasters and exceptional situations. Internationally, the FRC works in 24 countries alongside National Societies on the following themes: health, water and sanitation, distribution of essential goods, psychosocial support, access to basic services, social cohesion, support for livelihoods, natural disaster risk reduction, emergency relief and recovery support.

Intervention and positioning of the FIU in Guinea: FIU has been present in Guinea since the beginning of the spread of the Ebola epidemic in April 2014, at the request of the Guinean Red Cross and the Guinean Ministry of Health. It has contributed to the response to the Ebola virus disease via the management of the Ebola Treatment Centers in Macenta and Forécariah. After this health emergency phase, the French Red Cross turned to support the Ministry of Health to strengthen its capacity to prevent any new outbreak of Ebola Virus Disease (EVD) in the prefectures of Forécariah, Coyah and Macenta, and then to strengthen the health system (HSS) in the prefecture of Macenta, in close collaboration with the Guinean Red Cross. Since March 2020, Guinea has been facing the COVID-19 pandemic. The response is organized by the Ministry of Health through the ANSS (National Health Security Agency). As technical partners of the ANSS, the French Red Cross (FRC), in partnership with the Guinean Red Cross (GRC), is supporting the country in the preparation and response to the COVID-19 epidemic.

Recently, the French Red Cross in collaboration with the Guinean Red Cross took an active part in the resurgence of the Ebola virus disease epidemic in Nzérékoré in the Forest Region on the pillars of (i) dignified and safe burials, (ii) prevention and control of infections, (iii) surveillance and finally (iv) psychosocial support and CREC. Finally, since August 2021, the CRF in partnership with the CRG, participates in the fight against the epidemic COVID-19 and particularly through the support to vaccination within the framework of the COVAX strategy.

Position Under the authority of the Head of Delegation, the support coordinator ensures the proper administrative and HR, financial and logistical management of the delegation and participates in the application and implementation of CRF and donor procedures as well as in the accompaniment and capacity building of the National Society.

RESPONSIBILITIES : I – HR, Administrative and Financial Responsibilities: I-A. Management of the delegation’s national and expatriate HR in collaboration with the Guinean Red Cross Cross (CRG) I-B. Administrative and financial management of the delegation I-C. Accounting and cash management of the delegation I-D. Internal and external reporting I-E. Supervision of his team I-F. Supervision and capacity building of national staff and the National Society II – Logistics Responsibilities : II – A. Supply chain management II – B. Management and maintenance of the equipment fleet II – C. Rehabilitation/construction II – D. Role in safety management

Reporting Relationship – Works under the direct responsibility of the Head of Delegation – Is responsible for the administrative and logistical team of the delegation (admin-fin and logistician in direct management and admin-base, logistician base and drivers in indirect management)

Functional links The support coordinator works in close collaboration with the project managers, the technical delegates, the Head of the N’Zérékoré sub-delegation, the reference poles of the CRF headquarters and regional office, as well as with the CRG focal points.

Candidate profile – Training in international solidarity management or administrative, HR and financial management or logistics management – At least 2 years of experience in the management of an international solidarity mission or project – Experience in capacity building and team management in international solidarity projects – Knowledge of donor procedures such as AFD and the EU – Experience in a French Red Cross mission would be an asset – Fluency in English (oral and written) – Good knowledge of computer tools (Excel) and SAGA
