Field-based position with visits to the headquarters in Amman

Context & Mission

The request for supply support from mission and cells have increased exponentially in the last 5 years following the increase of the complexity of the global supply chain. Either for the international supply chain (changes on importation regulation, development of regional markets, more protectionism in our countries of intervention…) or the local one (intersection collaboration, security issues, multiplication of emergencies managed by regular cells, complexification of the type of intervention leading to the increase of the size of the item catalogue…).

Our ultimate objective is to achieve OCG’s ambitions for the coming years, as well as to ensure the transformative capability that the MSF Supply Chain will need to overcome in the future new contexts, some operational growth, a new landscape of actors and upcoming international regulations. Finally, the MSF Supply Chain will also need to maintain the same level of quality of products and delivery to our operations, while working on reducing our environmental footprint.

The Cell Supply Referents is the first line support to field and cell team for all subject related to the Supply chain. She/he is also ensuring the link between the different department, MSF Log, the Supply chain Unit, the cell and the field for every Supply chain issue. She/he act as the 1st line of emergency support for the Cell missions and can be available for E-cell emergencies if planning allows. The Cell supply referent will also be the main supply focal point for the Ecell and MSF Log.

Tasks & Responsibilities

  • Support to emergencies
  • First line of supply support to cell’s countries
  • Assess the missions in depth to identify gap within the MSF Supply Chain standard and competencies.
  • Define along with the missions, Cell and HQ referents an action plan to support improvement of the country Supply Chain.
  • Provide adapted recommendations, implementation support on strategies, policies and training
  • Ensure the Mission Supply Strategy is adapted to answer to the operational stakes and the social mission priorities.
  • Is integrated in operation discussion and support towards PoA, MYR’s, Copro’s…
  • Facilitate the communication between the Missions, Cells and the Supply Chain Unit
  • Train, coach and support the Supply Chain stakeholders (On-site and remote).

Support to missions and cells

  • Anticipation of supply chain constraints and risk identification
  • Definition of the supply activity chronogramme in order to garanty the operation’s needs fullfilment.
  • Proper use of standardized tools and techniques of management and information (software, workflow, monitoring, tracking) and the good practices in all macro processes with the support of the Supply Chain Unit.
  • Definition of a proper functioning supply chain for medicines and medical equipment (procedures etc.), in collaboration with the Medical and Logistics teams.
  • Definition and evaluation of the Supply HR needs link with supply activities, including HR setup, trainings, Market Assessment and development of the supply chain teams in line with the objectives of the project.
  • Coaching and training of the Supply Chain stakeholders
  • Performing project visits to ensure understanding of procedures, application of recommendations and assistance in resolving problems encountered by teams.
  • Support on the mutualisation and intersection initiatives
  • Provide an effective and efficient support on
    • Med/log stock management under supply responsibilities.
    • Importation challenges and ensure contingency plans are in place
    • Planning, chronogram (local and international) implementation for med and log distribution and procurement
    • Procurement strategy (local vs regional vs international) with support on needed market assessment
    • Consumption follow-up
    • Resources (HR, warehouse,…)

Supply Chain Strategy

  • Support the missions in the assessment, adaptation and improvement of the Supply Chain Strategy and related objectives and deployment timing on regular basis.
  • Ensure missions supply team understanding of the operational and social mission priorities and challenges

Reporting, process and tools

  • Feedbacks on Mission Supply monthly report and support on the implementation and use of PowerBI
  • Produce visit report and recommendation after each visit and share it with the Supply Chain Unit for validation before sharing with missions and cells
  • Support implementation of supply chain tools and procedures
  • Liaise with the supply chain unit on any development needed for the field.

Your Profile

Experience

  • Tertiary degree in Supply Chain Management or supply area or equivalent professional qualification/ certification an advantage
  • Training qualification an advantage

Languages

  • Working knowledge of English and French essential

Terms of Employment

  • Fixed-term contract, 12 months
  • Full-Time, 100%
  • Working place : Field-based position with visits to the headquarters in Amman
  • Practical working conditions in the field are in accordance with the MSF OCG volunteer manual.
  • Ideal start date: As Soon As Possible
  • Gross monthly salary: CHF 5’500.- based on 100%
  • Benefits: Health insurance and living expenses in the countries of intervention and at headquarters, paid according to internal regulations.
