Working %: 100%

Based in: Ivory Coast with possibility to move in other countries up to 30%

Type of Contract: Fixed term renewable – First Contract until June 2022

Mission:

The position of Supply Information System (SIS) Project Manager is dedicated to manage the implementation of the future Supply Information System (SIS) for our missions and headquarters.

Objectives:

As part of the effort on enhancing and improving the digital tools and platforms of the operational department at WaCA, and enabling the Supply chain management team to become autonomous under the responsibility of the Head Supply Chain, you have the pivotal role of implementing in close collaboration with differents department or services (Digital Transformation team, IT team, Pharmacy Team, Logistic Team, Finance Team …) , a solution covering all MSF WaCA entities.

Overall key activities :

The Supply Information System (SIS) Project Manager is an expert in his field. As such, he/she has to perform several tasks that are essential for the smooth running of the project. He must :

  1. Thoroughly analyze MSF WaCA’s ERP needs.
  2. Define the needs and requirements.
  3. Identify the most appropriate ERP solution in collaboration with the IT and Digital Transformation.
  4. Identify the supplier (development – training) and enter into negotiations in collaboration with the IT and Digital Transformation.
  5. Test before implementation and roll-out.

Main responsibilities / Activities:

Design the future Supply Information System (SIS) for our missions (4) and headquarter.

  • Engaging in value-adding business and application consultancy that meet our internal needs: business process analysis and consultation;
  • Understanding and analyzing the business model, diagnose and identify opportunities to gain through AI and digitization of processes;
  • Determining and defining project scope and objectives for digital initiatives or other special projects in the Supply Chain Unit;
  • Animating the project through the Steering committee animate with updates on a consistent basis about strategy, adjustments, and progress;
  • Ensuring proper collation of the information from interviews into business specifications and analysis in collaboration with the Digital Transformation team, the IT team and other stakeholders;
  • Defining functional requirements and design documents that developers can use for enhancements;
  • Finalizing and sign-off on FRD (Functional Requirements Documents) and FDD (Feature-Driven Development);
  • Ensuring user-friendly requirements, functionalities and tool/platform interfaces;
  • Ensuring the consistency between entities on functional and technical needs;
  • Coordinating the work of internal and external contributors on the functional and technical scope of the project;
  • Utilize industry best practices, techniques, and standards throughout entire project execution;
  • Preparing development progress updates and documenting all ERP Supply chain processes;
  • Adhering to company policies and industry regulations.

Manage resources:

  • Predict and manage resources needed to reach objectives;
  • Manage people dedicated to the project if any;
  • Prepare and monitor budget based on scope of work and resource requirements;
  • Develop and manage a detailed project schedule and work plan;
  • Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables;
  • Measure project performance to identify areas for improvement.

Develop Training , Documentation and capitalization:

  • Design and monitor the communication plan and change management to create acceptance;
  • Design and ensure the training of final users;
  • Develop user-friendly Guidelines.

Job Profile:

Essential Skills:

  • Knowledge of key Supply chain management process and principles;
  • Knowledge in transformation principals;
  • Experience in user requirements gathering and analysis and coherent synthesis of business specifications;
  • Proactive, resourceful and results-oriented. Ability to be effective with minimal supervision;
  • Proven ability to analyze and solve problems creatively;
  • Strong presentation, facilitation, training, mentoring, and coaching skills;
  • Strong familiarity with project management software tools, methodologies, and best practices -including efficient scope, budget and timeline management;
  • Strong interpersonal skills and extremely resourceful;
  • Excellent interpersonal, written and oral communication skills;
  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision;
  • Strong strategic, analytical, organizational, and systems thinking skills with capacity to see the big picture and ability to make sound judgment;
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics;
  • Knowledge about data protection management;
  • Ability to develop and manage the testing, QA and training phases of the project.

Education / Professional experience required:

  • Degree in Supply Chain Management, Information Systems, Information or Computer Science, Business Administration, International Development (or equivalent experience);
  • Deep understanding of Supply Chain requirements as it relates to the internal client’s requirements;
  • Flexibility to travel as business dictates;
  • At least three (3) years of previous work experience in supply chain management, Information Systems, Information or Computer Science, Business Administration, International Development.
  • As an asset:

    • Experience in implementing and/or supporting Supply Chain or/and Finance ERP applications;
    • Experience in project management leadership;
    • Experience with an international development organization is an asset;
    • Proficient with Microsoft Office tools;
    • Working knowledge of Power BI.

Languages:

  • Both working proficiency in English and French

Computer Skills:

  • Mastery of Microsoft office, Excel, Word PowerPoint;
  • Experience in the development/rollout and/or relevant awareness and knowledge of a broad range of tools and platforms for cross functional purposes – e.g. MS Dynamics, Salesforce, SAP or similar;
  • Experience in Data analytics tools.
