Supply Chain Officer for Regional Support Team Europe (m/f/x)

CONTEXT

Driven by MSF’s goals, the MSF Belgium (OCB) Supply Chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. It comprises several sites, in each mission on the field (projects and capital), with MSF Supply its European Supply Center, and the Kenya Supply Unit its regional hub. The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.

To do so, the Supply Department provides both technical and operational supports. For this, we are developing strategies and technical expertise around a network of professionals. In order to further align technical responses with operational needs, we are experimenting new positions balancing out both technical and operational responsibilities.

Inside the Supply department AND belonging to the transitory Regional Support Team EU, as the EU region supply referent, you will 1) support the development of supply strategies and set-ups in the EU region (Belgium, Greece/Balkan, Ukraine, and Italy) 2) develop the future Supply regional support set-up and 3) provide global technical support in Warehousing and Process mapping to any OCB mission.

RESPONSIBILITIES

50% Operational Support to the EU Portfolio (Belgium, Greece/Balkan, Ukraine, Belgium and in Italy)

· Ensure a smooth transition between Cells / E-pool and the Regional operational management

· Maintain a regular follow-up and support for the missions

· Actively engage in the review of the role and responsibilities within the three levels (project, coordination and region) and with the sections, and evaluate new management methods through the revision of the structure in line with the principles of Field Re-Centralization

· Carries and guides the necessary strategic operational reflections

50% Technical Referent and focal point for warehousing and process mapping

· Support the CoP (Community of Practices) with the support of the Learning & Development officer and the Information and Knowledge management officer

· Develop, test and validate tools in coherence with existing ones and in collaboration with the IT/IS referent.

· Promote best practices to all people involved and help and support their implementation if needed

· Monitor implementation of best practices and their fitting to context realities. Provide corrections if needed

· Write or supervise the writing, communicate and promote technical information (reference documents) in collaboration with the Learning & Development officer and the Information and Knowledge management officer.

· Develop and facilitate trainings and Briefings in coherence with other technical domains and pedagogical path in collaboration with the learning officer.

· Keep him/herself trained and updated on technical evolution and best practices for the related technical domain.

· Promote, facilitate and capitalize innovation through the network.

REQUIREMENTS

Education and experience:

· Master in SC Management or BA or related fields, or equivalent workforce experience

· Proven experience of at least 1 year in MSF at Supply Coordination level

· Knowledge of ERP systems flows and structure is an asset

Technical knowledge:

· MS Office especially Excel

· Customs and transports

· Procurement

· Stock management

· Warehousing

· Demand planning and order management

· Customer service

· Knowledge of Unifield is an asset

Competencies required:

· You are autonomous, self-organized, pragmatic, flexible, and a team player

· You are an active listener capable of challenging given situations with adequate methodology, and with a strong ability to synthesize, and good at communicating

· You are curious and a fast learner; you are open to share your ideas

· Problem-solving attitude

· Attention to detail

· Languages: good command of English, French is a strong asset.

CONDITIONS

· Expected starting date: April 1st 2022

· Contract type: 1 year fixed-term contract, full-time

· Location: Brussels preferably*; Greece/Balkan, Italy – included in the EU portfolio listed above – can be discussed based on the residency of the candidates.

· The contractual terms and conditions will be established according to the country to domicile/residence and place of work of the candidate and in respect of MSF standard function and salary grids, taking into consideration experience.

If Belgium: Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
