Supply Chain Officer

General Description of the Organization:

Ghiras Al-Nahda is a Non-profit Non-governmental humanitarian organization working to empower people through fulfilling their basic needs and seeking to improve community stability and resilience.

Description:

The Supply Chain Officer will be responsible for supporting the supply chain department and ensuring that all procurement and logistics operations are done on a timely basis and in accordance with policies and procedures.

Duties and Responsibilities:

1. Respond to procurement requests from program staff related to supplies, materials, and other terms for project beneficiaries and activities.
2. Ensuring compliance of the organizational policies and procedures as far as supply chain functions are concerned. These will include, fleet management policies, procurement policies, and procedures, asset management policies, etc.
3. Analyze and consolidate requisitions for purchasing in accordance with policies and procedures.
4. Ensure procurement transactions have adequate and accurate supporting documentation.
5. Follow-up the works and activities of the procurement and logistics team.
6. Preparation of periodic reports.
7. Prepare tender documents, obtain quotations, delivery costs, and items.
8. Reviewing all documents of the purchases processes and the tenders (Purchase Requests, Request for Quotations, Technical Evaluation, Competitive Bids Analysis, Purchase Orders, Contracts, Invoices, Good Received Notes, Goods Delivery Notes, and Payment Requests).
9. Follow up the assets of the Foundation (Inventory, received, and handover).
10. Property and fixed asset register maintenance.
11. Follow-up the receiving of project materials from the vendors and hand them over to the programs Department for distribution processes.
12. Vehicle logistics coordination.
13. Frequently carry out a market scan to review the prices for goods and services and to ensure that the Program Area is continuously getting value for money from the pre-qualified suppliers.
14. To continuously research on the alternatives to save money on procurement or improve the delivery of necessary goods and equipment.
15. Keep good track of supplier performance and maintain a database of good and reliable suppliers for different categories of supplies, services, and goods

Required Qualifications:

• University Degree in Business Management, Logistics, Supply Chain, Procurement, or any other related field.
• At least two years of professional experience in procurement.
• Very good written and spoken English and Arabic skills.
• Ability to work in a demanding self-supervisory, multi-task environment within clear timelines.
• Strong interpersonal, and cooperative working skills.
• Excellent verbal and written communications skills.
• Ability and willingness to maintain confidentiality.
• High attention to detail and a high level of accuracy.
• Priority for Turkish citizenship holders.
