The Opportunity – Supply Chain Manager (For Nationals Only)

Post location: Gaza Field Office

Contract Duration and Level of Effort: 12 months with possible extension

ROLE PURPOSE:

This role will lead or/and coordinate the emergency response supply chain functions and responsibilities. Position holder will supervise and manage all relevant supply chain staff. S/he will be under the supervision of the Deputy Team Leader. This requires working in close collaboration with the other members of the supply chain team including oPt CO, Cairo response team, local partners/suppliers as well as the programme team (technical advisors and programme managers).

This role will focus on managing and supporting all Supply Chain activities related to SCI operations in Gaza region, coordinating with all TAs across all sectors of implementation and communicating with the oPt Country Office/Cairo Response team for appropriate follow up with Donor compliance.

This role provides leadership, technical support, capacity strengthening and will be responsible for ensuring sound supply chain practices and rigorous controls are in place including safeguarding

SCOPE OF ROLE:

Reports to: Deputy Team Leader – Gaza oPt with dotted line to oPt Supply Chain Manager

Staff reporting to this post: 3 SC Officers (procurement, fleet, warehouse and assets)

Budget Responsibilities: None

KEY AREAS OF ACCOUNTABILITY:

Procurement:

  • Coordination and oversight of procurement at FO level; implement the procurement policies and procedures for supporting the overall supply chain management flow, where appropriate.
  • Ensure that Save the Children standards and procurement policies and procedures are implemented for procurement executed at FO level.
  • Ensure that procedures within the specific area of responsibility meet Save the Children and donor regulations, across all relevant technical sectors implemented in the area of Gaza.
  • Review all new requisitions produced at FO level and ensure each request is delegated to a specific individual and review all paperwork prior to submission for final authorization; ensure approvals are made by authorized signatories only.
  • Ensure that staff update the manual procurement tracker with information and status of procurement
  • Ensure staff upload all procurement documents into the respective procurement folder on sharepoint
  • Liaise and consult regularly with requestors on request specifications where appropriate.
  • Provide support role for the functioning of the procurement committee when needed. Ensure due process is followed and fair/transparent purchasing decisions are made.
  • Ensure all staff engaging in procurement activities are aware of the conflict of interest policy and declaration. Highlight and document any situations of real or perceived conflict immediately for any procurement executed at FO level.
  • Whenever appropriate, conduct market research and assess availability of goods / services at Rafah and Gaza region.
  • Ensure to monitor compliance with SCI and Donor policies and procedures are adhere across all SC functions.
  • Establish regular communication and information sharing mechanisms with CO Supply Chain department and Response SC team Egypt, ensuring priorities and deadlines are met.
  • Represent Save the Children International to any Supply Chain relevant meeting, such as but not limited to Logistic Cluster Meeting.

Warehousing and Assets:

  • Ensure and warehouses selected and registered as per SCI procedures.
  • Ensure proper warehouse policies and guidelines is maintained according to SCI policies and procedures.
  • Ensure all stock management procedures are in place and monitored (If possible implement the use of TiM with support from the oPt CO)
  • Ensure all assets received into Gaza are reported and added to the CO oPt asset register, this includes recovery of assets as staff leave.

Fleet:

  • Establish and maintain fleet and fuel management tools, as per SCI policies and guidelines.
  • Ensure fuel tracking, requesting and usage procedures are in place
  • Ensure that all vehicles used by SCI staff and partners meet the minimum safety requirements and standards
  • Closely working with Operations team for any contingency planning needed to support implementation of activities, ensuring at all time SC preparedness across all functions.
  • In collaboration with CO SC lead, contributes in projects planning, design, and budgeting to ensure that required logistics human and material resources and systems are accounted for and are suitable to support planned operations and expected workload.
  • Support implementation of logistics strategies in line with country program/operation strategy and preparedness plan.
  • Responsible to coordinate with SCI cross – border team in Egypt for all international and large/complex procurement requests and oversee the successful importing of goods with close collaboration with the Logistics Cluster.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. The post-holder will comply with all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies.
  • Commitment to serving members and their donors, and to helping build a culture of member service throughout organisation.

General:

  • Manage and support all SC staff (across all Supply Chain functions) including ensuring clear division of responsibilities, clear objectives, and management of performance

EXPERIENCE AND SKILLS

Essential

  • Prior experience in supply chain management in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments
  • Experience in all technical areas of supply chain operations in procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
  • Ability and interest in learning about all technical areas of logistics; ability to learn on-the-job.
  • Attention to detail
  • Management and supervisory experience
  • Ability to synthesise and analyse information, and make clear, informed decisions
  • Ability to build relationships quickly with a wide range of people, both internally and externally
  • Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Excellent IT skills.
  • Cultural awareness, with strong written and spoken communication and interpersonal skills
  • A good working knowledge of English
