Position info:

Purpose of Position:

Strategic leadership, planning, and oversight of the supply chain at UOSSM, and management of services in this regard, including procurement, logistics, warehousing, transportation, control of goods, assets, supplies, and facilities, conducting checks, receiving and delivering shipments in compliance with UOSSM’s policies and procedures and he will work under the direct supervision of the Operations Sector Director. He will be responsible for preparing periodic reports and implementing the tasks assigned to him by his direct manager related to all the activities of this department and its sections.

Position Responsibilities and Duties:

Planning:

It is working on planning the organization’s supply chain operations based on project and program plans, monitoring their proper implementation, and preparing all related processes like procurement, logistics, and warehouse operations by the organization’s rules and compliance with them in line with its internal policy and its relationship with donors and partners while respecting Turkish laws and regulations and laws of UOSSM intervention area.

  • Develop supply chain management action plans so that all supply chain operations, including procurement, set their technical specifications, inspect goods before and after receipt, match them with purchase orders, receive and deliver them to facilities, and supervise the implementation of those plans with procurement coordinators and officers, and develop strategies for warehouses, assets management, and logistics services**.**
  • Analyzing the data of shipping and delivery operations to find bottlenecks and other problems that hinder and delay those operations.
  • Assisting logistics operations for obtaining high-quality goods, stock maintenance, shipping, and delivery.
  • Oversee the daily operations of the supply chain team and ensure proper and timely execution of all corresponding tasks.
  • Periodic follow-up with procurement coordinators, officers, and Warehouse Department by collecting sufficient information about suppliers, procurement processes, exchange, average consumption, and communication with other concerned departments.

Supervision

  • Supervising all procurement and supply chain operations and managing the warehouse function, including receiving materials and deliveries, and organizing both the warehouse and the organization’s work areas
  • Supervising the receipt of shipments and ensuring the implementation of procurement processes in accordance with UOSSM’s policies and procedures (purchase requisitions, Purchase orders– condition books – minutes of networks and committees – purchase orders – tender announcements – invoices – receipt notes and shipping supply files, etc.)
  • Supervising the work and training of employees and setting their performance indicators.
  • Defining and leading the adoption of general KPIs for the supply chain department to frame them in a way reflected in the project implementation’s success.

The Management of Suppliers Relationship

Work on managing supplier relations by developing the best criteria to select the companies and suppliers providing services or goods according to the best standards and conditions that guarantee the quality of goods, materials, and equipment needed by the organization’s projects and to ensure the best efficiency for it and develop partnerships to ensure equal opportunities are given to all suppliers, and to ensure the existence of transparent and accountable relationships that provide the organization the ability to make optimal use of its procurement processes.

Reports

  • Preparing all reports in coordination with the procurement, warehouse, assets, and logistics coordinators, verifying them and submitting reports to the stakeholders.
  • Sending all supply chain and procurement reports to the Operations Director.
  • Preparing reports related to the supply chain to share with all stakeholders, including donors.
  • Preparing reports related to inventory management operations.
  • Preparing procurement and logistics operations reports.
  • Preparing asset inventory reports related to the organization’s main offices and projects.
  • Annual inventory reports.
  • Planning reports taking advantage of the spaces in the warehouse.
  • supply chain department performance reports.
  • Other reports are assigned by the Operations Director to complete them.

Supply Chain Operations

  • Managing and executing major procurement processes and tenders, contracting methods and mechanisms for their development, general procurement frameworks, strategies for searching for new sources and suppliers, negotiation and agreement, purchase orders…etc.
  • Continuous review of the latest developments in the technical development of supply chains and work to improve the supply chain mechanisms and performance in the organization accordingly.
  • Coordination with the work team and all concerned departments and decision-makers to involve everyone in information related to the supply chain, addressing problems, and clarifying the general administrative objectives of the organization.
  • coordinating and planning the needs distribution, as determined by the concept of (supply/need) and its deductions according to stock management and the timing of the required supply.
  • Understanding the specific needs of the projects and the quality of the required services and ensuring the development of the organization’s services positively about the supply chain.
  • Supporting and developing training techniques and resources for the organization’s supply chain operations.
  • Develop and contribute to updating supply strategies, work policies, and procedures.

Periodic updating of the job analysis of supply chain employees in line with the variables of work tasks and the organization’s structure

Academic qualifications, professional experience, and work requirements:

  • A Bachelor’s or Master’s degree in pharmacy (required) or commerce and economics.
  • Professional Certificate in Supply Chain Management or a related field.
  • An advanced degree, not less than six years of progressive professional experience in supply chain management, or equivalent education and experience, with a minimum of three years of work experience in the Turkish market in the last four years of his career.
  • Languages:
  1. English level C1
  2. Turkish language level B2
  3. Arabic – fluent
  • Extensive knowledge and experience in Supply Chain strategies, market analysis techniques, procurement, contracting, vehicle management, fleet, inventory, property, and asset management.
  • Work experience in civil society and humanitarian organizations for at least three years.
  • Microsoft: Excel – Word – PowerPoint: Excellent
  • Ability to effectively transfer knowledge and information and strong experience in providing training and staff development.
  • Analytical ability to find practical solutions to complex issues while adhering to internal labor laws.
  • The ability to multi-task and work under pressure.
  • Turkish Nationality :Required
