Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a highly qualified Supply Chain (Fleet) Assistant for Chernihiv Office.
DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, Host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, Individual protection assistance, and legal aid. DRC is also planning to add to the ongoing emergency protection response activities such as GBV prevention and response, Psychosocial support (PSS), and community-based protection.
In addition to protection programming, DRC is currently implementing Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter & WASH interventions, and Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education. The organization counts with 6 offices in the country.

Overall purpose of the role:
Supply Chain (Fleet) Assistant provides administrative and technical support to DRC’s Chernihiv Base vehicle fleet to ensure effective usage, compliance, and adherence to Fleet Management Policies, Procedures, and Guidelines in line with DRC’s Operations Handbook and ensures compliance with Ukrainian legislation. Responsible for procurement of goods and services as per the assigned tasks, logistics functions at Chernihiv Base level and general logistics support to the program.
Geographic scope: Chernihiv
This role has a base focus and ensures compliance to DRC procedures and guidelines at the base level. The role covers most of the routine procurement, asset keeping and warehousing operations.

Main responsibilities:

• Responsible for all fleet procurement and services, transportation of goods and people, vehicle fleet management, and general logistics support to the programs
• Ensure DRC’s Base vehicle fleet is acquired, run, obtained, kept, and maintained in a good, safe, and a cost-effective way
• Follow mechanisms to track staff movements and overall management of field visits in the base
• Checking of logbooks, fuel consumption, and maintenance and repair are conducted regularly
• In close collaboration with Safety Officer, monitor all trips are adequate and acceptable concerning the latest security situation reports, a clear plan/itinerary is in place for them, and that passengers are adequately equipped and prepared (including for unanticipated deviations).
• Optimize usage of the fleet by planning trips and plotting efficient routes
• Consolidation of vehicle records, namely alliance of vehicle mileage monthly reports, plan and order fuel vouchers according to field movement schedules, closely work with accountants, maintaining relations and its supervision with regard to medical and mechanic check-ups, car-wash, etc.
• Ensure that vehicles are adequately equipped with tools and equipment required of the program’s local safety and security policies and procedures
• Ensure DRC drivers maintain accurate, legible, up-to-date, and complete trip records in their vehicle’s log book.
• Ensure DRC drivers assigned to the vehicle have on the spare tire (s) and other equipment such as first aid kit, recovery kit, etc.; communications checks; fuel/oil/water levels and tire pressure checks; and safe and secure loading
• Make sure fleet-related documentation is entered professionally into the DRC Dynamics system (i.e., logbooks, reports, etc.)

Required experience and competencies:
• Minimum 1 years of experience in humanitarian logistics and procurement, transport and distribution, warehousing, and stock management
• Good understanding of the procurement rules and regulations
• Excellent skill in MS Word, Excel, and PowerPoint
• Advanced English proficiency preferred
• Fluency in local language

Required education
Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification.

We offer:
Contract length: 3 months renewable depending on performance and funding.
Designation of Duty Stations: Chernihiv
Start date: As soon as possible.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
