Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Supply Chain Coordinator.

About the Job

Overall purpose of the role:

• Responsible for all procurement of goods and services, warehousing, transportation, vehicle fleet management and general logistics support to the programme.

• Support logistics/procurement staff and functions in all DRC offices

• Contribute to the development of country strategies.

• Responsible for the effective implementation of logistics/procurement systems and functions with a particular focus on compliance to the Operations Handbook

Geographic scope: Country (Turkey)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Duties and Responsibilities:

Coordination

  • Contributes to the daily operation with comprehensive knowledge in logistics and procurement
  • Lead the coordination with the programme staff to ensure logistics & procurement involvement in the whole programme cycle
  • Ensure that all logistics & procurement specific DRC/donors’ rules and policies are understood and respected
  • Technical support.

Procurement

  • Ensure that procurement policies and procedures are rigorously followed
  • Procurement of all goods and services
  • Establish and follow up annual procurement plans
  • Track all orders, purchases and deliveries
  • Oversight of all purchase and service contract to ensure DRC’s interests are protected
  • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts
  • Ensure DRC supplier due diligence is effective
  • Organize procurement trainings for non-logistics staff and small-scale refresher training for procurement staff.
  • Visit each office to assess full compliance and implementation of Operations Handbook across all field offices
  • Ensure implementation of CAST/audit recommendations relating to logistics/procurement.
  • Compile monthly reports received from field offices to provide country procurement reports to relevant managers.

Logistics

  • Ensure compliance and implementation of Operations Handbook across all field offices for all logistics functions.

Fleet:

  • Management of rental and owned vehicles, generators, other transport facilities (in line with DRC guidelines)
  • Provide monthly comprehensive country reports on fleet management (costs) to SMT.
  • Advise on any increase/improvement of fleet capacity in country.

Asset:

  • Registration, maintenance, repairs-maintenance & disposal of DRC assets accordingly to donors’ rule and policies (in line with DRC guidelines)
  • Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country director approval

Warehouse

  • Manage the DRC warehouse and stores (in line with DRC guidelines)

Premises

  • health and safety, contract management and repairs/maintenance at DRC premises

Transport

  • Management of all transportation of goods and people (via road, river, air) to-from areas of operations and-or other DRC offices

DRC Dynamics ERP System

  • Ensure proper application of ERP supply chain processes in the region
  • Apply reports and data analytics from ERP supply chain system to improve supply chain performance

As Coordinator the post-holder is responsible for the following:

  • Responsible for coordinating strategy and operations within a specific discipline in a region or country
  • Usually has technical line responsibilities within a given discipline, for both strategy and operations
  • Provides expert advice and support to set strategy and assure operational quality and compliance

Supervisor responsibilities:

  • Coordinates the daily activities of small teams, often comprised of subordinates and/or employees carrying out similar tasks
  • Does not have direct line management responsibility for staff, but may contribute to recruitment and/or performance appraisal of members of the team
  • Implements the manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the manager.

About you

To be successful in this role, you must have master’s degree in a relevant field (e.g. Business Administration, Logistics and/or Supply Chain Management), Certification in Humanitarian Logistics Supply Chain (desired if no academic degree) and driving license.

Moreover, we also expect the following:

Required qualifications

  • Minimum 5 years of working experience in a similar position
  • Working experience in an (I)NGO
  • A good understanding of the procurement rules and regulations of major international donors
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Full professional proficiency in English

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals.
